The City is conducting a statutory review of the below local laws:
- City of Stirling Prevention and Abatement of Dust & Liquid Waste Local Law 2002
- City of Stirling Local Government Property Local Law 2009
- City of Stirling Pest Plant Local Law 2012
- City of Stirling Waste Management Local Law 2010.
Members of the public have the opportunity to lodge a submission to the City about current content of the Local Laws. The submissions will be considered and presented to Council who will then determine whether to amend, repeal or retain the Local Laws.
FAQs
Why are these local laws being reviewed?
The City is required to review a Local Law every eight years. During a review, the community is invited to provide a submission to the City about the Local Law. This ensures the community contributes and is involved in the local law making process.
What will happen to my feedback?
The City will consider all the submissions from the community and present a report to Council.
Council will then consider the report at a meeting and determine if the Local Laws are to be repealed, amended or retained.
If Council decides to amend the Local Law/s, will I be consulted?
Yes, if Council resolves to amend the Local Law/s, the City will draft an amendment, which will be advertised for six weeks, and available for public comment. The amendment, and any community submissions will then be considered by the City and presented in a report to Council for their consideration.

The City conducted a statutory review of the City of Stirling Bee Keeping Local Law 2008, City of Stirling Dogs Local Law 2008, City of Stirling Fencing Local Law 2008, City of Stirling Health Local Law 2009 and the City of Stirling Keeping and Control of Cats Local Law 1999. Members of the public had the opportunity to lodge a submission to the City about content of the Local Laws. The submissions were considered and presented to Council.
In July 2023, the City received community feedback to gain a deeper understanding of new and emerging issues related to the Keeping and Control of Cats Local Law 1999. The feedback discovered the following important considerations for the statutory Local Law review:
- Restrict free roaming cats
- Protection of wildlife and natural environment
- Cat nuisance in cat prohibited areas
- Responsibility for damage caused by roaming cat
- Capture roaming cats.
