Update – April 2024 – Revised Plans and Additional Information submitted – Child Care Premises Development

The Applicant has submitted revised plans and additional information for the City’s assessment. The revised submission does not include significant modifications to the proposed development which was advertised for public comment in December 2022. As such, the City will not be undertaking formal consultation of the revised submission.

The revised submission is available for viewing with notification provided to all submitters who made comment on the original proposal which was advertised for public comment. Please note the purpose for making the revised submission available is to inform submitters of the revised submission and provide submitters with the opportunity to prepare questions for Public Question Time for Ordinary Council Meetings and Deputation Requests for the Metro Inner-North Joint Development Assessment Panel (JDAP) meeting. Any submissions provided in response to the revised proposal will not be accepted by the City for inclusion in its Responsible Authority Report.

At present, the City’s Responsible Authority Report is to be submitted to the JDAP by midday, 30 April 2024. 

Previous advertising information

Please be advised the City is not the decision maker for this application and the application will instead be determined by the Metro Inner-North Joint Development Assessment Panel (JDAP) due to the value of works. The City’s role is to provide a recommendation to the JDAP through a Responsible Authority Report (RAR). As part of preparing the City’s RAR to the JDAP, the City are seeking your comments on the proposal. Your comments will be included within the RAR to ensure that the community’s views have the opportunity to form part of the JDAP’s consideration of the proposal.

The proposal is summarised as follows:

  • The removal and demolition of the existing buildings on the development site.
  • The construction of a Two (2) Storey Child Care Premises and Office Tenancy.
  • The proposed Two (2) Storey Child Care Premises has capacity for 84 children and 18 staff members with proposed operating hours of 6:30am to 6:30pm on weekdays only.
  • The proposed development provides for 18 car parking bays with vehicle access from Hector Street.
  • Landscaping is provided on the ground floor and within the adjoining verge areas. There are also outdoor play areas located on the ground and upper floor of the proposed Child Care Premises.

The Development Assessment Panel application is to be assessed against the provisions of Local Planning Scheme No. 3, the draft Herdsman Glendalough Structure Plan, Herdsman Glendalough Local Development Plan and relevant State Planning Policies and Local Planning Policies, including but not limited to the following:

  • State Planning Policy 5.4 – Road and Rail Noise;
  • State Planning Policy 7.0 – Design of the Built Environment;
  • State Planning Policy 7.3 – Residential Design Codes – Volume 1;
  • Local Planning Policy No. 2.6 – Residential Building Heights;
  • Local Planning Policy No. 6.1 – Advertising Signs;
  • Local Planning Policy No. 6.2 – Bicycle Parking;
  • Local Planning Policy No. 6.3 – Bin Storage Areas;
  • Local Planning Policy No. 6.4 – Child Care Premises;
  • Local Planning Policy No. 6.6 – Landscaping;
  • Local Planning Policy No. 6.7 – Parking and Access;
  • Local Planning Policy No. 6.11 – Trees and Development; and
  • Local Planning Policy No. 6.18 – Planning Consultation.
