City announces new Director Infrastructure

The City of Stirling Council is pleased to announce that Andrew Murphy has been appointed as the City’s new Director Infrastructure.

Mr Murphy is currently the Executive Director Infrastructure and Environment at the City of Vincent, and has decades of executive leadership, project management and local government experience in both Australia and the United Kingdom.

Mr Murphy previously worked for the City of Stirling as Manager Waste and Fleet, and Manager Infrastructure Management Services for the City of Joondalup.

Prior to working in Australia, Mr Murphy worked for municipal governments in the United Kingdom for over 20 years, including as Director of Environment for the progressive Thurrock Council, located on the north bank of the River Thames immediately to the east of London, between 2008-2013.

Mr Murphy has a Bachelor of Science (Honours) in Biological Sciences, a Masters in Environmental Health, and extensive experience in sustainability and waste services. Recent projects led at the City of Vincent included major renewal works at Beatty Leisure Centre, construction of Leederville Village Square, transformation of waste services, and the transition of all light fleet vehicles to electric vehicles (EVs) or hybrids.

Mayor Mark Irwin said Mr Murphy’s extensive experience would serve the City exceptionally well, especially as the City continues to press forward on its commitment to more sustainable operations and practices.

“Andrew will be an excellent addition to the City’s Executive Team, which in my view is the best in Western Australian local government,” he said.

Chief Executive Officer Stuart Jardine PSM said he was thrilled to have someone well known by the City of Stirling return.

“Andrew Murphy previously served as our Manager Waste and Fleet before gaining additional executive experience at the City of Vincent,” he said.

“Andrew is a senior executive leader with experience in both the Australian and UK systems. He will be an excellent addition to lead our Infrastructure directorate, which is responsible for waste and fleet, parks and sustainability, facilities and major projects, and engineering services,” he said.

“Elected Members and employees will also be familiar with Andrew from their interactions with him through the Mindarie Regional Council, in which the Cities of Stirling, Joondalup and Vincent are all partners, together with the Cities of Perth and Wanneroo, and Towns of Cambridge and Victoria Park.

“Elected Members and the broader Executive Team have every confidence Andrew will provide the leadership the City needs as we embark on an even more comprehensive sustainability agenda.”

The City of Stirling’s commitment to emissions reductions and renewable energy are contained in the Sustainable Energy Action Plan (Corporate) 2020-2030, including 100 per cent renewables and 70 per cent emissions reductions by 2030 on the road to net zero by 2050.

The results of the major review to the City’s Strategic Community Plan are based on extensive community consultation and will be announced in early July. This plan represents innovation in governance and sustainability.
