COVID-19 update – Post lockdown interim restrictions

In response to this afternoon’s update from Premier Mark McGowan that the Perth and Peel lockdown will end at midnight tonight, some City services, facilities and venues will reopen with modified services from Saturday 3 July, with interim restrictions expected to be in place until 12.01 am Tuesday 6 July.

The following City facilities will reopen with required COVID-safe measures during the interim restriction period (12.01am Saturday 3 July until 12.01am Tuesday 6 July), or unless further State Government advice is received.

It is expected that after this three-day interim period, there will be a further easing of restrictions from 12.01am Tuesday 6 July until 12.00am Sunday 11 July, pending State Government advice.

Across the City, employees have adopted strict COVID-19 workplace practices, including the wearing of face masks and physical distancing.

During the three-day interim period the following applies:

Important note – applicable to all City facilities mentioned below

In line with State Government restrictions, face masks must be worn in all City of Stirling facilities and contact registers or use of the SafeWA app is mandatory. Physical distancing will be required and use of hand sanitiser is encouraged. All venues will be operating at reduced capacity to accommodate one person per 4m².

City of Stirling Administration Centre

The Administration Centre will be closed on Monday 5 July and is expected to reopen on Tuesday 6 July as per normal business hours (8.30am – 5.00pm Monday-Friday). Customers may contact the City by phone (9205 8555) or online only on Monday 5 July.

Libraries

Stirling Libraries will reopen as per usual opening hours from Saturday 3 July. Please check the website for more information on operating hours. All library events and programs will resume from Tuesday 6 July. All library loans have been renewed and no fines will apply. Justice of the Peace services will be available Sunday 4 July at Stirling Libraries – Karrinyup (2.30pm - 4.30pm) and Saturday 10 July at Stirling Libraries – Mirrabooka (9.00am - 11.30am).

Community centres, hubs and facilities

Bookings at Stirling Community Centres for 20 or more people (such as seniors’ groups, church groups and indoor sporting groups) will not be available until Tuesday 6 July, subject to their ability to meet COVID-19 requirements. Bookings for small groups under 20 may proceed at following community centres, subject to user groups’ ability to demonstrate adherence to State Government COVID-19 requirements:

Inglewood Children’s Centre and Stirling Community Men’s Shed will reopen as per normal operating hours. From Tuesday 6 July, Naala Djookan Healing Centre will reopen as per normal operating hours. Mirrabooka Multicultural Centre will remain closed until Tuesday 6 July.

School holiday programs

School holiday programs at our community and recreation centres will not be operating on Monday 5 July. The Inglewood Children’s Centre Vacation Care will remain open.

Gyms, leisure centres and pools 

All Stirling Leisure Centres will remain closed and are expected to reopen on Tuesday 6 July, pending advice from the State Government. Learn to Swim is expected to recommence on Monday 12 July, pending any further announcements.

Outdoor community sport

From Saturday 3 July, outdoor community sport can return although no spectators are allowed.

Stirling Community Care

Priority aged and disability care – which remained in operation during lockdown – will continue, including in-home support services and transport and Meals on Wheels. Day Clubs will reopen for pre-screened attendees on Monday 5 July, and will be limited to 20 patrons.

Hamersley Public Golf Course

Hamersley Public Golf Course will reopen on Saturday 3 July, with face masks and contact tracing in place.

Animal Care Facility

The City’s Animal Care Facility (ACF) remains available for owners to be reunited with impounded dogs by appointment only.

Council and committee meetings

No meetings are scheduled to occur during the post-lockdown transition period. The next committee meeting is scheduled for Tuesday 27 July and the next Council meeting is scheduled for Tuesday 3 August. Council meetings are livestreamed via the City’s YouTube.

Playgrounds, reserves and beaches

All City playgrounds, skate parks, fenced dog parks and outdoor gym equipment have reopened and are available for public use, limited to 20 people per facility. Under the State Government guidelines, if you are exercising in parks and reserves, you must wear a face mask unless you are doing vigorous outdoor exercise. 

Waste services

During the COVID-19 lockdown the City continued delivering essential waste services such as domestic kerbside bin collection, on-demand services such as skip bins and green waste collections. These will continue during the post-lockdown period.

From tomorrow, the following services will resume, with modified operations (face masks required, capacity limits of 20 people or one person per 4m² (whichever is less):

  • The Recycling Centre Balcatta will reopen as per usual hours from Saturday 3 July (from 7.30am), including retail sales
  • The Containers for Change Refund Centre will reopen from 8.00am Saturday 3 July. 

Events

External events due to be held on City land that are unable to accommodate and manage a capacity of 20 people (excluding staff) while allowing the required 4m² per person space allocations are not to proceed during the post-lockdown restriction period.


The Mirrabooka NAIDOC Week event which was due to take place on Monday 5 July has been postponed and further details will be made available with the new date in due course.

Mayor Mark Irwin said once again, the community response to the circuit breaker lockdown was incredibly encouraging, however we must remain vigilant over the next nine days.

“As of tomorrow, the City will be reopening as many of our facilities as possible, whilst ensuring we keep the community and our staff as safe as possible. Some of our facilities and services will remain closed during the interim restrictions, and we hope to recommence these services on Tuesday 6 July, pending any further advice,” Mayor Irwin said.

“Please continue to check the Healthy WA website as more high-risk locations are added. If you have been to any of these locations, please follow the relevant health advice; self-isolate, and get tested.”

The interim restrictions, which are included in full on the WA Government website, are due to be in place from 12.01am tomorrow, Saturday 3 July until 12.01am Tuesday 6 July.
