Post-lockdown City services and facilities

In response to Premier Mark McGowan’s latest update on the COVID-19 pandemic, the City of Stirling will promptly resume most services and facilities for the community with modified operations.

The following City facilities will reopen from Saturday 6 February with required COVID-safe measures in place until 12.01am Sunday 14 February, or unless further State Government advice is received.

All facilities and services will reopen in line with the State Government restrictions including mandatory face masks, contact registers, allowance of 4m2 per person and a maximum capacity of 150 people.

Across the City, employees have adopted strict COVID-19 workplace practices, including the wearing of face masks and physical distancing.

City of Stirling Administration Centre

The Administration Centre will reopen from Monday 8 February. Face masks will be mandatory for all visitors and there will be reduced capacity to accommodate 1 person per 4m2. All visitors must complete the mandatory contact register and physical distancing will be in place, with hand sanitiser also available. Justice of the Peace services will resume from Monday 8 February.

Libraries

Stirling Libraries will reopen as per usual opening hours from Saturday 6 February. It is a condition of entry that face masks must be worn and all visitors must complete the mandatory contact registers.

There will be reduced capacity to accommodate 1 person per 4m2, with no more than 30 patrons in the building at once and hand sanitiser is available. All library events for next week have been rescheduled.

All library loans have been renewed and no fines will apply. Justice of the Peace services will be available from Saturday 6 February at Mirrabooka and Karrinyup Libraries.

Community centres, hubs and facilities

The following community centres will reopen with reduced capacity and revised conditions of entry, including that face masks must be worn, all visitors must complete the contact register, capacity is reduced to accommodate 1 person per 4m2, and a maximum of 150 people (not including staff) applies to all gatherings.

Stirling Community Men’s Shed will remain closed until Monday 15 February and members will be kept updated.

Gyms, leisure centres and pools 

All facilities will reopen as per usual operating hours with modified conditions of entry, including that face masks must be worn except when swimming and physical distancing measures will be in place. All visitors and members must sign in using the SafeWA App or contact register.

All centres will operate on reduced capacity to accommodate 1 person per 4m2, with no more than 150 patrons in any building at once. Some cardio equipment may also be isolated to maintain social distancing. A revised group fitness program will also be in place until Monday 15 February.

From 6.00pm Friday 5 February, community sport can return, subject to the 150-person limit, wearing of face masks and any State Sporting Association requirements. Clubroom access will be permitted from 6.00pm provided face masks are worn, the 4m2 rule per person is followed and there is seated table service only.

The following programs are expected to resume from Monday 15 February in line with State Government advice:

  • Learn to Swim 
  • Team sport competition
  • Children’s sport leisure programs
  • Education Department’s Intern Swimming Program
  • Spin at Stirling Leisure Centres -Terry Tyzack Aquatic Centre Inglewood
  • Spa and sauna at Stirling Leisure Centres - Terry Tyzack Aquatic Centre Inglewood.

Stirling Community Care

Priority aged and disability care will continue, including in-home support services and Meals on Wheels. Day clubs will remain closed until Monday 15 February.  

Other facilities 

The Hamersley Public Golf Course will also reopen with face masks and mandatory contact registers. Golf groups will be limited to 20 as per State Government advice on private gatherings. Mount Flora Regional Museum will remain closed until the week commencing Monday 15 February.

Council and committee meetings

The Council Meeting on Tuesday 9 February will proceed at the City of Stirling Administration Centre, with the meeting to be live streamed as per usual. The public may attend, although in line with restrictions there will be reduced capacity of 127 attendees (excluding staff). Wearing of face masks and completion of contact registers is mandatory.

The next Audit Committee Meeting has been rescheduled to 22 February. All other committee meetings are planned to proceed as per the 2021 schedule, subject to restrictions.

The Special Electors Meeting which was due to occur on Wednesday 3 February has been rescheduled to Wednesday 24 February.

Playgrounds, reserves and beaches

All City playgrounds, skate parks, fenced dog parks and outdoor gym equipment have reopened and are available for public use. As with anytime you are outside your home, face masks are mandatory and patrons must follow physical distancing by remaining 1.5m away from others.

Under the State Government guidelines, if you are exercising in parks and reserves, you must wear a face mask unless you are doing vigorous outdoor exercise. Visiting the beach is now allowed, provided face masks are worn unless swimming.

Waste services

During the COVID-19 lockdown the City continued delivering essential waste services such as domestic kerbside bin collection, although non-essential services were suspended as per the State Government advice.

The following services will resume, with modified operations:

  • Recycling Centre Balcatta will reopen as per usual hours from Saturday 6 February (from 7.30am). Face masks must be worn at all times, and all visitors must complete the contact register. Retail sales will resume from Sunday 7 February.
  • The Containers for Change Refund Centre will reopen from 8.00am on Saturday 6 February. Face masks must be worn at all times, and all visitors must complete a contact register. 

 

  • On-demand services will resume on Monday 8 February:
    • The booking system for mattresses, whitegoods and e-waste will be available from today (Friday 5 February)
       
  • Skip bin bookings
    • Deliveries will resume on Monday 8 February
    • Customers who had booked an on-demand skip bin during lockdown will be contacted and given priority to reschedule the service
    • The booking system for skip bins will not be available for general bookings until the customers affected by the lockdown have been contacted and have had the opportunity to reschedule their service
    • It is expected that the skip bin booking system will be available again to all customers from Wednesday 10 February, however this is subject to change.
    • Domestic waste collection will continue as per the normal schedule.

Events

In light of the week’s developments, Adventurer’s Assemble (part of the Neighbourhood Event Series) which was due to take place on 13 February, has been rescheduled to Saturday 13 March. The Carine Skate Fest has also been rescheduled until 6 March, pending further updates from the State Government.

External events due to be held on City land that are unable to accommodate and manage a capacity of 150 people (excluding staff) while allowing the required 4m2 per person space allocations, are not to proceed during the post-lockdown transition period.

Citizenship ceremonies

The February citizenship ceremony will resume, with shortened proceedings to be held outdoors with mandatory face masks, contact registers, reduced capacity and physical distancing in place.
 

Mayor Mark Irwin said the community’s response to following advice during the lockdown was overwhelmingly positive.

“The impact of the pandemic has hung over us for almost a year but the strength and speed of our community’s response to this unexpected lockdown has demonstrated resilience and adaptability and I am really proud to be a part of the Stirling community,” Mayor Irwin said.

“As of tomorrow, the City will be resuming as many of our usual services as we can, which will include mandatory COVID-safe measures that will help keep the community safe.

“Thank you to everyone who has followed the restrictions during lockdown. The City will continue to monitor State Government advice as the situation develops, so we encourage the community to follow us on Facebook or visit our website for regular updates.”

The current restrictions, which are included in full on the WA Government website, are due to be in place until 12.01am on Sunday 14 February.
