City of Stirling Roadmap to Recovery

The City of Stirling has been busily preparing to reopen several of its facilities with modified services from Monday, in line with the State Government’s COVID-19 Roadmap.

Announced on Sunday by the Premier, easing of Phase 2 restrictions will see the City able to reopen several facilities on Monday, including pools, libraries and community centres.

Mayor Mark Irwin said all City services would be adhering to strict social distancing measures including a maximum of 20 patrons at any time with four square metres per person and allowing 1.5 metres between people.

“We are really excited to be in a position to be able to reopen our doors and welcome our patrons back, albeit with modified services so we are compliant with the Phase 2 roadmap restrictions,” Mayor Irwin said.

“We’re eager to resume the services and facilities but the safety and wellbeing of the community and of our staff is important, so we are asking the community to follow the conditions of entry at our facilities and to please be patient.

“Our Roadmap to Recovery shows how we are implementing Phase 2 measures in a cautious manner, with a focus on low risk services which we will review and adjust as needed in the next two weeks.”

The City is also cutting red tape by streamlining the process for cafes and restaurants to add or increase an alfresco dining area to accommodate the 20 patron limit and allow social distancing.

The City’s Roadmap to Recovery within the Phase 2 easing of restrictions will include minor adjustments and gradual resumption of services each week from 18 May to 1 June.

Libraries and community centres

  • All six of the City’s libraries will reopen from Monday, albeit with restricted services and reduced opening hours
  • To accommodate the Roadmap Phase 2 restrictions, all libraries will only allow 20 patrons at any one time
  • Patrons may use the computer for up to 30 minutes on a first come, first served basis
  • Returns will be quarantined for 24 hours before being made available for loan 
  • The City will continue not charging late return fees
  • Community centres will reopen gradually for limited regular hire groups.

Pools

  • Two of the City’s three pools will reopen for lap lane swimming (outdoor 50m and indoor 25m pool at Terry Tyzack Aquatic Centre and indoor 25m pool at Leisurepark Balga)
  • One-hour timeslots will be managed via a pre-booking system with staggered starts
  • Modified group fitness timetables will be available at both centres, limited to 20 people
  • Changing rooms will be closed but toilets will be available
  • Creche services and café will be closed
  • As Scarborough Beach Pool was forced to close due to COVID-19, the City took the opportunity to stimulate the economy by bringing forward maintenance works
  • Scarborough Beach Pool is expected to stay closed until at least late June
  • Similarly, tiling works are planned at Terry Tyzack which will impact access to the indoor pool from early June until mid-August.

Alfresco dining

  • The City’s Footpath Activation Permit is an easy process that allows businesses to apply for a new or extended area for alfresco dining for free through the City’s website
  • Successful applicants will receive a permit within one business day
  • Provided there is a clear 1.5m path for pedestrians and the area ends 0.6m from the road or curb, there is no limit to the size of the area which can be used (unless it is in front of another business, in which case their permission is required)
  • Proposals that don’t meet the criteria of the policy will be considered by the City on individual merit through a fast-tracked development application process
  • The City also has a dedicated Small Business Hotline, available on 9205 8904.

Community sporting clubs

  • From Monday, sporting clubs can resume training of up to 20 people, with non-contact, minimal shared equipment and social distancing of 1.5 metres in place
  • In support of this, we are also keeping community-level lights on until 7pm at the following reserves until the end of May:
    • Carine Regional Open Space (soccer oval)
    • Hamer Reserve
    • Robinson Reserve
    • Bennett Park
    • Charles Riley (AFL oval)
    • Barry Britton Reserve
    • Dianella Regional Open Space (Alexander Drive side).
