Recycling Centre Balcatta redevelopment

The City is currently seeking community feedback on its proposal for a redevelopment of the Recycling Centre Balcatta.

The current facility is a dedicated recycling and waste management centre that processes recyclables and reusable items, household hazardous waste and general waste, however, there is a need to improve the efficiency, operation and service of the facility.

Mayor Mark Irwin said City’s major redevelopment would deliver a modern, fit-for-purpose and fully-integrated recycling and waste management facility.

“With recycling and sustainability becoming increasingly important to the community, we want to be able to ensure we’re providing a certain level of service and more opportunities for re-use, recycling and recovery of materials,” Mayor Irwin said.

“This significant redevelopment is designed to maximise the recovery of resources from landfill and eliminate some of the issues at the current facility so we can operate the centre safely and efficiently.

“We’re interested in hearing from the community on the design concept to assist us in managing waste and resources responsibly into the future.”

The redevelopment will include three main areas:

  • Free community drop-off area – people can drop off materials for recycling or reuse at no charge
  • Paid and Pass drop-off area – people can use their tip passes or pay to dispose of waste
  • Waste transfer station – the commercial and bulk waste area of the centre.

Under the plan, the community will enter and exit via Natalie Way, while commercial vehicles will continue to use the current Balcatta Road access point.

The City is seeking feedback around functionality and to understand how users interact with the site, their customer expectations and any improvements to the concept plan.

Development of the design has considered health and safety improvements, mitigation of environmental risks, improved material-handling efficiencies, better traffic flows, maximised source separation of materials and plans for operational flexibility and future expansion.

The City will seek relevant State Government approvals in the coming months with a view for construction to begin in mid-2021.
