Tip passes 2017/18

The new 2017/2018 tip passes will now be included in your rates notices.

No tip passes will be issued to residents/tenants who do not receive a rates notice.

Residents who have NON-Strata Titled Propertiesare not eligible for additional passes unless they are included in their rates notice. This decision was made by Council at the Council meeting 3 June 2014.

Redemption of these passes at the Recycling Centre Balcatta allows for free disposal of up to 1 tonne of either:

  • Household bulk junk (incl ONE mattress and base (2 pieces) and 2 fridges) additional mattresses and bases are charged at $30.00 each & fridge/freezer at $30.00 each
  • Clean green garden waste only
  • Clean sand, bricks and concrete only (no timber, roof or wall tiles, super six sheeting, asbestos, plastic buckets with dried cement)

Waste can be taken by car, ute or trailer to the Recycling Centre Balcatta. Each pass is valid for FOUR (4) trips of 250Kg each or ONE (1) trip of 1 tonne. Payment for loads over 250kg can be combined cash/pass.


Recycling and reuse section

A free recycling drop off area is available on entry to the Recycling Centre Balcatta. Here you can drop off a variety of materials for recycling such as:

  • Scrap metals No Fridges or Freezers - these now go over the weighbridge for de-gassing
  • Steel cans
  • Aluminium cans
  • Mixed plastics
  • Dry cardboard and paper
  • Glass bottles and jars.

Unwanted household items in good condition can also be dropped off for free (at the discretion of the recycling attendant). Such items can include:

  • Clothing
  • Household goods
  • Furniture
  • Appliances
  • Bicycles
  • Landscaping items (excludes scrap timber, green waste, soil and rubble and fibre cement products)

The above items can also be purchased at the Recycling Centre for nominal prices. Remember, one person's trash is another person's treasure.


Household hazardous waste


Accepted Household Hazardous Waste (HHW)

At the Balcatta Recycling Centre, the public can drop off their unwanted Household Hazardous Waste (HHW) for free, even if they are not a resident of the area.

Household Hazardous Waste can pose serious environmental and personal health risks if not disposed of properly. Please dispose of the following items at the Household Hazardous Waste shed:

  •         Acids and alkalis
  •         Aerosols
  •         Batteries (household only)
  •         Engine coolants and glycols
  •         Fire extinguishers – non halon (red) only
  •         Flammables
  •         Flares
  •         Fluorescent lamps and tubes  - NO COMMERCIAL QUANTITIES ACCEPTED
  •         Gas cylinders (small household)
  •         Household chemicals (e.g. cleaners)
  •         Paint
  •         Pesticides/herbicides
  •         Poisons/toxics
  •         Pool chemicals  - MAX 20 Kilograms ONLY
  •         Smoke detectors
  •         Unknown chemicals (must be in sealed, chemical resistant containers)

 The Balcatta Recycling Centre can only accept domestic quantities of HHW (no larger than 20kg/20L per material type), no commercial materials will be accepted.

  • Motor oil - MAX 20 Litres ONLY (NO Empty Oil Bottles will be accepted)
  • Authorised BD Yellow Sharps Collector containers - ONLY
  • Electronic waste i.e. televisions, computers and accessories, household electrical appliances.

  • X-rays
  • Cork

Materials Not Accepted

  • Medicine - please take these to your local chemist
  • Syringes  - Only accepted in sealed yellow syringe bottles (purchase these at your local chemist) 


Paintback Household Paint Disposal

Australia's National Solution for Waste Paint and Packaging, Paintback is here! The problem of unwanted and used paint cans has been solved!

Trade painters and house holders can dispose of waste paint and packaging responsibly and FREE of charge at the Recycling Centre Balcatta.

Paintback accepts up to 100 litres per vehicle per visit secured in containers of 20 litres or less.

  • Deck coatings
  • Floor paints
  • Primers
  • Undercoats

  • Stains
  • Shellacs

  • Urethanes (single component)

Waste not accepted:

  • Industrial maintenance coatings
  • Automotive & industrial surface coating (shop application) paints and finishes

  • Melamine, metal and rust preventative
  • Caulking compounds, epoxies, glues or adhesives
  • Colourants and tints

  • Paint thinners, mineral spirits or solvents

Asbestos cement poses a serious danger to personal health and should only be disposed of at Tamala Park or Red Hill Landfill Sites.

Recycling Centre will NO-LONGER BE ACCEPTING any ASBESTOS.

Residents and Commercial Quantities MUST go to Tamala Park or Red Hill. 

Tamala Park is now holding a FREE drop off for asbestos every Sunday.  Please note: 3 wrapped sheets only per drop off.

Please tightly wrap individual sheets of asbestos in heavy duty thick black builders plastic before taking to Tamala Park.

Broken pieces of Asbestos Will Also Not Be Accepted - these will need to be taken directly to Tamala Park or Red Hill Landfill Sites.

General waste

A fee applies to disposal of the following waste which cannot be recycled or reused. The fee covers transport, State Government landfill levy and disposal costs.

  • Mixed waste (metals, plastics, glass, cardboard, household junk, green waste and construction waste including roof tiles (any type) and glazed household tiles (any type)) - NO Asbestos tiles accepted
  • Clean sand, bricks and concrete (kerbing, footings) - NO Asbestos tiles, roof tiles or wall tiles accepted

A discounted fee applies to clean green garden waste. This fee covers transport and processing of the waste by contractors. Please do not place green waste in cardboard boxes as these will not be recycled.

To receive the discounted fee the load must be completely FREE of contamination such as:

  • Plastic
  • Paper
  • Metal.

Weighbridge rate per tonne over 300kg - Effective 7 July 2017

Mixed general waste(subject to landfill cost at Tamala Park): $260.00

Car tyres - Effective  7 July 2017

Contractors are currently storing tyres, awaiting a recycling breakthrough. A disposal fee applies to cover contractor costs.

A separate fee of $18.00 per tyre is charged for the disposal of car tyres. A maximum of 4 tyres can be dropped off each day.

Mattresses and bed bases - Effective  7 July 2017

Did you know that Australians send over 1.25 million mattresses to landfill each year?  Mattresses and bed bases can now be collected from homes through the On-demand booking process. Residents will also be given ONE free tip pass to dispose of a mattress and base at the Recycling Centre Balcatta.
All mattresses and bed bases recycled at the Recycling Centre Balcatta will attract a disposal fee if no tip pass is produced. The fee for mattresses and bases with NO Tip Pass is currently $30.00 each piece OR $60.00 PER Ensemble (2 Pieces) - (1 top & 1 Bottom) and is payable at the weighbridge. (Limits Apply)

Mattresses are stored in a separate area near the disposal wall for transportation to a mattress recycling company. All materials in the mattress are recycled where possible, timber into reusable woodchips, springs to scrap steel and foam/wadding into carpet underlay.

Fridges and Freezers - Effective 7 July 2017

The City now recycles all fridges and freezers.  All fridges/freezers must be taken over the weighbridge and left in the designated fridge area for degassing.  Once this has been undertaken they are then recycled as scrap steel. 

Residents get 2 free fridge/freezer tips per year, this is included in your rates notice tip passes.  Fees of $30.00 per item apply for non-residents and once the 2 passes have been used.

Dog Poo Bins - Effective 7 July 2017

Dog poo bins are now available from the Recycling Centre Balcatta.  Collection of these bins is via the weighbridge, advise the attendant which size you require, collect your bin and pay at the weighbridge on your way out.  Fees are $10.00 small and $15.00 large.
