Future Scarborough

Scarborough is shaping a future full of energy and coastal charm – a vibrant, relaxed suburb known for its beachside lifestyle, friendly community, and generous public spaces.

By 2035, Scarborough’s population is forecast to reach 22,748 – a 20% increase, building on its foundation of having the second largest population in the City of Stirling. With an average age of 36, slightly younger than the City average of 38, the suburb is home to a diverse and active community: 83% of households are couple families, and 51% have children. 39% of homes are privately rented, supporting a flexible and inclusive housing mix that appeals to both long-term residents and newcomers. 

To cater for this growth, urban transformation in Scarborough presents an opportunity to create a more connected, sustainable, and liveable suburb. Encouraging more people to live closer to jobs and transport delivers better amenities, more diverse housing options, and safer, greener streets.

Moving forward, preparation of a new Local Planning Strategy will set out the intent and objectives for land use planning in response to changes in population, housing, businesses, employment, transport, community facilities and infrastructure. 

“Scarborough is a suburb that blends natural beauty with a vibrant lifestyle,” Councillor Tony Krsticevic said. 

“It’s a place where people come together to enjoy the coast, connect, and build a strong future.” 

Liveability in Scarborough is rated highly, with 86% of residents satisfied with life in the area and the amount of public space emerging as a top-performing attribute. A strong 68% of residents report a sense of belonging, and enhancing public transport has been identified as a key focus for the future. 

“We’re working with the community to improve transport options and ensure Scarborough is accessible and well-connected into the future,” Councillor Rob Paparde said. 

“Our goal is to support a suburb that’s ready for growth while staying true to its coastal vibe.”
