A major redevelopment of Recycling Centre Balcatta (RCB) is in progress to deliver a faster, more efficient, modern and safer experience for customers.

If you’ve been thinking about visiting, now may be a better time. You may experience shorter wait times before the busiest stages begin in August, possibly causing significant delays. To support this, the centre is now open earlier at 7.00am on weekdays.

Throughout construction, customers are encouraged to plan ahead. You may wish to visit during quieter weekday periods – typically before 11.00am – or use alternative waste and recycling options during these essential upgrades.

We appreciate your patience while we future-proof this important community facility, with completion expected by the end of 2027.

Key improvements will include: 

  • A new, fully enclosed general waste transfer station with doubled capacity, enhancing efficiency 
  • Additional weighbridges to separate residential and commercial traffic, improving flow and reducing wait times 
  • An improved overall user experience including accessibility, modern facilities and landscaping.

From July, the green waste drop-off area will be reduced as upgrades begin. While alternative space may be made available, there could still be delays.

From August, major civil works will begin on the heavily used general waste transfer station, including construction of a new facility. This stage is expected to significantly impact site operations and result in longer delays and queues.

Tip passes (physical or digital) must be presented, as they cannot be looked up and fees will apply.

To help manage demand, the centre is now open earlier at 7.00am on weekdays. The Recycling Shop and most of the free recyclables area (before the weighbridge) will continue to open at 7.30am (with the exception of cardboard and metal from 7.00am).

From 1 July, fridges and air conditioners can be dropped in the recyclables area without needing to go through the weighbridge.

City of Stirling residents have access to a range of waste and recycling services.

You may wish to consider the City’s on-demand waste collections which include a free annual skip bin or lounge suite collection for residents, along with free mattress, white goods and e-waste collections.

Please note City of Stirling tip passes are not accepted at these facilities.

Council approved this essential redevelopment several years ago to improve how the site functions and make it faster, more efficient and safer for our community. One of the most recent times it came before Council was on 26 August 2025, when a tender for the design and construction was accepted. Vew the Council Meeting minutes here.

Opened in 1979, much of the facility is nearing the end of its functional life, with ageing infrastructure placing increasing strain on operations, efficiency and safety. 

Not every local government has its own recycling centre, so it’s important to future-proof the site to ensure it continues to deliver value for ratepayers.  

These works will also support more sustainable waste management by maximising recycling and reducing landfill, while preparing the site for future service expansion.

Master planning is ongoing, with further upgrades to be rolled out in stages over the next five years. 

Construction is expected to be completed by the end of 2027, with conditions changing throughout that time.
