Next steps for coastal boardwalk

Following a resolution at the Council Meeting on 25 November 2025, the coastal boardwalk will proceed to the next phase.

The boardwalk aims to enhance connectivity between Scarborough and Trigg beaches, improve pedestrian safety by creating a dedicated coastal walk away from traffic, and create an iconic and immersive experience by connecting people with nature while minimising impact on the natural environment through sustainable design.

The feasibility study has progressed through three distinct phases that have been shared with community and stakeholders to gather feedback, which has contributed key insights to inform future decision-making:

• Phase 1 – preliminary investigations

• Phase 2 – concept feasibility

• Phase 3 – community consultation.

The report to Council provided a comprehensive update on the progress of the Coastal Boardwalk Feasibility Study, shared the outcomes of community consultation, and outlined the proposed next steps for Council’s consideration, which include:

• Develop a 15 per cent design of the coastal boardwalk based on the concept design and the feedback received during the community consultation process

• Progress the required environmental approvals with State Government agencies

• Prepare a proposal for external funding from the State and Federal Governments and other industry partners.

A 15 per cent detailed design will be undertaken to refine the concept, incorporating stakeholder and community feedback. It will also further refine total cost estimates, detail how it will be built and ensure the design aligns with expectations. An invitation for quotation to develop the 15 per cent design will be advertised early in 2026.

The City will also continue to engage and progress necessary approval processes with the Department of Biodiversity, Conservation and Attractions (DBCA), Department of Planning, Lands and Heritage (DPLH), Department of Water and Environmental Regulation (DWER), and other relevant agencies, ensuring alignment with statutory obligations for Class A Reserve and Bush Forever sites.

A robust business case to support advocacy for the project and help secure funding from State and Federal Government programs and external partners will be prepared using the refined design and economic analysis.

Consistent with the City’s guiding principles that support community engagement, information will be shared as part of ongoing dialogue with the community.
