Working together to address the illegal dumping of shopping trolleys
The City understands that improving local centres and the surrounding areas is a key priority for locals. One way we can do this is to address the illegal dumping of shopping trolleys.
As well as being unsightly, abandoned trolleys can create access obstructions, safety risks and even environmental hazards if they end up in waterways.
If the City, residents and retailers work together, we can keep shopping trolleys where they belong – at the shops.
The responsibilities of residents and retailers
Residents are responsible for returning shopping trolleys to designated collection points within shopping centre precincts. Trolleys must not be left in public areas or on City property unless in a designated storage zone.
Retailers must clearly label their trolleys with their business name. If a trolley is found in a public space, the City notifies the retailer, who is then required to retrieve the trolley within a suitable timeframe. If a trolley is not properly marked or is not collected after notification, it will be impounded.
The City’s approach
The City’s Community Safety team uses two main approaches to manage abandoned trolleys:
Reactive response: Trolleys are tagged and removed after reports from the community
Proactive patrols: Officers regularly monitor known hotspots to identify and remove dumped trolleys promptly.
So far this year, 19 incidents of illegally dumped trolleys have been recorded in Innaloo, with 12 reported by the community and 7 identified through our proactive patrols.
Enforcement options
The City aims to work closely with retailers to ensure timely retrieval of dumped shopping trolleys and the prevention of future dumping.
However, to discourage illegal dumping, the City can enforce the following penalties:
Infringement notices issued for abandoned trolleys
Impound fees charged to retailers
Prosecution in cases of repeated non-compliance.
Reporting abandoned trolleys
Residents are encouraged to report abandoned trolleys to both the City and the relevant retailer. Contact details for reporting are as follows:

Coles, Kmart, Target: Submit a report via the Coles website
