What is Gross Rental Value (GRV)?

Gross rental value (GRV) is the estimated annual rent your property could achieve if it were leased. This estimate includes allowances for rates and other property-related expenses, and it is used to calculate your rates, service charges and levies. As a result, your GRV directly affects how much you pay.

Landgate, Western Australia’s land information authority responsible for administering the Valuation of Land Act 1978, provides updated property valuations to the City every three years.

GRV is set by Landgate and is based on a range of factors, including the property’s location, land size, type, age, condition, and features such as garages, carports, pools, sheds and other improvements. GRV applies to all residential properties, including owner-occupied homes and those that are not rented. For vacant land, GRV is calculated as a percentage of the land value. Residential land is assessed at 3 per cent of the land value, while Business and Urban Development land is assessed at 5 per cent.

The City of Stirling uses the GRV provided by Landgate to calculate your rates by applying a rate in the dollar, which is set annually as part of the City’s budget process. If the calculated amount is less than the minimum rate, the minimum charge will apply to ensure all ratepayers contribute to local services and facilities.

In metropolitan areas, GRV is reviewed by Landgate every three years to reflect changes in property values.

As 2026 is a revaluation year, we are committed to being open and transparent and providing ratepayers with the information they need to plan ahead. It is important to understand that some parts of your rates are outside the City’s control, including the independently assessed value of your property. Property owners can lodge an objection to their assessed property value with the Valuer General’s Office within 60 days of the issue date shown on their rates notice.
