Major changes coming for motorists as Stephenson Avenue extension reaches milestone

The Stephenson Avenue extension project will reach a major milestone on Saturday 13 December 2025 with the opening of a new bridge over the Mitchell Freeway linking Cedric Street and Scarborough Beach Road.
The changes will also include two new freeway off-ramps at Stephenson Avenue to replace the Cedric Street off-ramps, new shared path connections and upgraded access to IKEA and surrounding businesses.
Main Roads WA has advised motorists to expect short-term disruptions in the lead up to Saturday as the new roads, ramps and signals are tested.
The Stephenson Avenue extension is a two-phase project that will significantly improve how locals and visitors access the Mitchell Freeway, Stirling Station and the surrounding suburbs of Stirling, Innaloo and Osborne Park.
It is a key step in unlocking the City’s vision for the Stirling City Centre, a 351-hectare area earmarked for higher intensity development built around an integrated transport network and a green corridor of public open space.
Phase One of the project, from Scarborough Beach Road to Flax Way, was delivered by the City and opened to traffic in February 2022.
Phase Two is being delivered by Main Roads WA, with most of the Phase Two improvement opening this Saturday.
The remainder of the works are expected to be completed in 2026, most notably the upgrade of the Stirling Bus Interchange to a modern 29-stand facility.
To allow for safe completion of the rest of the Phase Two works, Cedric Street westbound will be temporarily closed to private vehicles between Stephenson Avenue and Ellen Stirling Boulevard from Saturday.
What is changing on Saturday 13 December 2025?
- Opening of the new grade separated interchange at Mitchell Freeway, providing the new east–west connection between Cedric Street and Scarborough Beach Road
- Opening of the new Stephenson Avenue northbound off-ramp and southbound off-ramp
- Permanent closure of the Cedric Street northbound off-ramp
- Reopening of a section of the Stirling Station southern car park
- Upgraded access to IKEA, Sarich Court, Catspaw Road and surrounding businesses.
- New shared path connections including the opening of the shared path along the southern side of Stephenson Avenue, between Scarborough Beach Road and Cedric Street and partial opening of shared paths on the northern side, with safe crossing points to reach Sarich Court, Catspaw Road and Cedric Street
- Temporary closure of Cedric Street westbound between Stephenson Avenue and Ellen Stirling Boulevard from Saturday to allow the safe completion of Phase Two works in 2026.
What is changing in 2026?
- Temporary closure of the Cedric Street northbound on-ramp in 2026, until the opening of the new Stephenson Avenue northbound on-ramp in March 2026
- Full connection of Catspaw Road to Cedric Street in 2026
- New shared path connections and principal shared path infrastructure opening in stages, including the principal shared path link between Civic Place and Telford Crescent
- Upgrade of the Stirling Bus Interchange from an 18-stand facility to a 29-stand facility, including a new pedestrian concourse between Stirling Station and the southern car park
- Staged reopening of the Stirling Station car park.
