What is the City doing to improve Morris Place Shopping Centre?
As part of the City of Stirling’s new Innaloo Insights series, we’re responding directly to the community to foster stronger dialogue. Thanks to the 308 residents who voted via the Innaloo Community Facebook Page, we’ll be publishing a new article each month to address your most voted for key questions.
This initiative was sparked after meeting with the moderators of the Innaloo & Surrounds Community Noticeboard Facebook group. As Innaloo continues to be a highly engaged suburb, we are really keen to trial a monthly newsletter specific to Innaloo for the next six months with the intention to foster greater ongoing dialogue between the community and the City.
Improving Morris Place as a more vibrant and welcoming shopping precinct also emerged as a key focus during our Local Convos community engagement sessions. In response, we took the first step by hosting an Innaloo Business Convo, bringing together local businesses who own the lots, while the City owns the carpark.
Here’s what we heard and what we’re doing in response to each of the issues raised:
What we’ve heard: “The leaves from the Ficus trees build up around Morris Place.”
What we’re doing: To keep the area clean and safe, the City’s Supervisor for Preventative Maintenance inspects Morris Place every Wednesday, with sweeping scheduled for Thursdays. The sweeper operator clears leaves from footpaths and the carpark. When leaf accumulation is excessive, our crew steps in to manually remove the debris before sweeping begins.
What we’ve heard: “Improve the lighting at Morris Place shopping Centre.”
What we’re doing: In the 2024/25 financial year, Blackgum Lane – the Right of Way between the Morris Place shops and the Morris Hotel – received a lighting upgrade. On the opposite side, Rivergum Lane is scheduled for lighting installation in the 2028/29 financial year, with design work planned for 2027. Additionally, a lighting audit was conducted on 14 April 2025, confirming that current lighting levels in the carpark meet the PC3 classification under Australian Standards. However, the infrastructure is nearing the end of its useful life. To ensure continued compliance and improved visibility, the City has included Morris Place carpark lighting in its four-year renewal program, with plans to upgrade the system as part of this process.
What we’ve heard: “Improve antisocial behaviour at Morris Place shops.”
What we’re doing: The City’s Community Safety Team conducts regular evening patrols to deter antisocial and suspicious activity. Residents are encouraged to report concerns to Stirling Community Patrol on 1300 365 356 – your vigilance helps keep the area safe. Additionally, Morris Place is monitored by a network of fixed and mobile CCTV units, with footage shared with WA Police when needed. Through the 2025 State Election, the State Government committed $80,000 – via Member for Scarborough Stuart Aubrey MLA – to upgrade CCTV infrastructure at the shopping centre.
What we’ve heard: “What is happening with the vacant lots at Morris Place?”
What we’re doing: While the City cannot compel private landowners to redevelop, we’re committed to working with them to support positive changes. When owners are ready to upgrade or build, the City helps streamline the approvals process to encourage great outcomes for the community. There’s particular interest in the vacant shop at 2 Morris Place. Our Planning Team has requested an update on its development application, and we’ll share details as they become available. We’re also developing an Investment Attraction Framework, set to be released in early 2026. This strategy will identify priority projects and guide how the City attracts and supports investment in local precincts like Morris Place.
What we’ve heard: “Improve gardening/verges and plant more trees.”
What we’re doing: We’re excited to inform you that landscape upgrades outside Stirling Leisure – Innaloo Community Centre have been included in this year’s budget. These upgrades include new garden beds, a landscaped seating area and tree planting— works will begin in the coming months. Follow this link to view the concept plan. An audit of the Morris Place carpark garden beds will also be conducted to identify new planting opportunities, which will be included in the 2026 planting program.
