City to continue search for shopping trolley solutions after local law disallowed

26 October 2026

The City of Stirling will continue to explore options and advocate for action to reduce the number of abandoned shopping trolleys in the community after a proposed local law was disallowed in State Parliament.

As well as being unsightly, abandoned shopping trolleys can create access obstructions, safety risks and environmental hazards.

It is a problem that frustrates many local governments and communities across WA.

The City's Shopping Trolleys Local Law 2025 aimed to strengthen our abilities to make retailers more accountable for their shopping trolleys.

Public consultation showed strong community support for the proposed local law, with 77 per cent of submissions in favour.

The City was aware that the Joint Standing Committee on Delegated Legislation could disallow the local law on the grounds that it reaches beyond the scope of the City's legislative powers.

With the disallowance now confirmed, the City will take a fresh look at the issue with the committee's findings in mind.

Our priorities are the safety, accessibility and amenity of the Stirling community.

The City will undertake enforcement based on existing provisions in our Thoroughfares and Public Places Local Law, although they have proven to be largely ineffective in making retailers take more responsibility.

We will also engage directly with key retailers to encourage them to do the right thing by our community and improve their trolley collection practices.

At the same time, the City will continue to advocate to the State Government for a statewide framework to regulate abandoned shopping trolleys.
