Changes to the Construction Training Fund levy

The City wishes to advise that from 1 July 2026, the City will no longer be accepting payment of the Construction Training Fund (CTF) levy associated with building and construction work.
Previously, the City provided the option of collecting the levy as part of the building permit application process. However, due to a number of customers already paying the levy directly, the City has decided to direct all customers to pay directly in order to streamline the application process.
Therefore, from 1 July, the levy must be paid directly to the Construction Training Fund via its online payment portal.
Payment can be made through the Construction Training Fund website.
What is the levy?
To help offset training costs, Construction Training Fund (CTF) collects a levy on building projects and returns the revenue back into the industry via training subsidies. The construction levy is on all projects in Western Australia valued at over $100,000 and benefits employers, current and future workers and the wider community.
How much is the levy?
The levy is calculated at 0.2 per cent of the total value of construction work, including GST, where the estimated value of the work exceeds $100,000.
Who is responsible for the levy?
Responsibility for payment of the levy sits with the project owner. This is defined as the person or entity who holds the building permit for the construction work, the person or entity that has entered into a contract to undertake the works, and/or the person or entity that will receive the direct benefit of the construction work.
Does the City set the Construction Training Fund levy?
The City does not control the administration or any changes made to the Construction Training Fund levy requirements. For further information, please refer to the Construction Training Fund website.
Additional information
For projects starting construction on or after 1 July 2026, the estimated value of construction work to which the Construction Training Fund levy applies will increase from $20,000 to $100,000. For projects that start construction before 1 July 2026, the threshold will stay at $20,000.
