
Beach Tennis WA have applied to the City of Stirling seeking a venue approval under regulation 19B of the Environmental Protection (Noise) Regulations 1997 (the Regulations).
Following the community consultation and consideration of submissions received, the City’s Chief Executive Officer has now approved a three (3) year Regulation 19B venue approval for Beach Tennis WA, located at 105 Deanmore Road, Scarborough as published in the Government Gazette Friday 20 March 2026.
A person aggrieved by a decision such as the venue being approved, or a condition of the venue approval may lodge an appeal with the Minister for Environment. The appeal must be lodged within 21 days of publication of the venue approval in the Government Gazette (effective from Friday 20 March 2026). Regulation 19B allows for sporting, cultural, or entertainment venues to seek an approval to hold a number of notifiable public events that would lose their character or usefulness if they were to comply with the ‘assigned noise levels’ prescribed in regulation 7. Events at an approved venue which exceed the ‘assigned noise levels’ are able to proceed provided they are carried out in accordance with a venue’s approval conditions.
The approval includes details of the type, frequency and duration of events, how residents are notified about events that may impact them, and the way that the community can provide feedback about these events.
Scarborough Beach Tennis WA – Regulation 19B Venue Approval
Beach Tennis WA currently hosts a variety of events at 105 Deanmore Road, Scarborough including state league, state championship and International Tennis Federation (ITF) championship competitions over the six courts. The noise typically associated with competitions includes player voices, paddles hitting balls, music, announcements and spectators.
The venue approval conditions set maximum noise levels for the event categories. The impact of events at the venue has been modelled by an acoustic consultant. The map below has been taken from the acoustic modelling and simplified to show the estimated sound levels that will be received by surrounding properties.
Events at the venue can occur between the hours of 7.00am and 10.00pm. The below table summarises the maximum event duration and the number of events permitted weekly and annually for each category.

Activities at the venue not associated with competition play (such as training, lessons and social activities) are managed by Beach Tennis WA through a noise management plan that details mitigation measures to limit noise disturbances to the surrounding community.

Noise in Western Australia is governed by the Environmental Protection (Noise) Regulations 1997 (the Regulations). The Regulations stipulate a variety of control measures such as decibel levels for various times of day, characteristics of noise and permitted activities within a given timeframe, to protect people from unnecessary disturbance from noise, whilst balancing this against reasonable or necessary operations in the community.
The Regulations address noise passing from one premises to another, noise from public places, and acceptable noise levels in relation to land use. Regulation 7 sets specific ‘assigned noise levels’ which are the allowable levels that can be received by a ‘noise sensitive premises’ such as a residential property.
The Chief Health Officer, Director of Liquor Licensing and all occupiers located within a 1km radius of the venue, located at 105 Deanmore Road, Scarborough, have been advised of this consultation.
