Recycling Centre Balcatta Renewal

The City is developing the next stage of improvements at the Recycling Centre Balcatta.

The need to redevelop the Recycling Centre Balcatta (RCB) has been discussed by the City for many years. During this time, a number of significant issues have advanced to the point where many parts of the existing facility are now beyond the end of their useful life and have deteriorated to the point where the facility can only just operate efficiently and safely.

Council has approved the next stage of improvements at the City of Stirling’s waste management facility, the Recycling Centre Balcatta. One of the City's main objectives is new infrastructure that allows for the recycling of waste so that it doesn't have to be sent to landfill. In consideration of market conditions and new opportunities for sustainable asset renewal the City, in collaboration with Talis Consultants, is developing a long-term masterplan to guide the renewal of the RCB site. The renewal endeavours to eliminate all existing issues and adequately manage waste and resources including future industry innovations, changes and improvements. 

The next stage involves design and preparation works for the replacement of the ageing Waste Transfer Station at 238 Balcatta Road with a view to construction in mid-2024. 

The proposed renewal will include 3 key service areas: 

  • Free community drop off.

This is where the community can drop off materials, for recycling or reuse, at no charge.

  • Paid and pass community drop off.

This is where the community can use their tip passes or pay for disposal of waste.

  • Waste Transfer Station.

This is the commercial and bulk waste area of the recycling centre.

What is the objective of the project?

The renewal of the Recycling Centre Balcatta (RCB) will achieve the City’s desire for the site to be a modern, sustainable integrated recycling and waste management facility maximising the separation of clean waste streams and minimising the amount of material sent to landfill.

The design will incorporate principles of best practice to satisfy the requirements of the Department of Water and Environmental Regulation (DWER) and the Environmental Protection Authority (EPA) and meet long term legislative requirements for waste minimisation.

The current facility fails to provide a satisfactory standard of service to the community with limited opportunities and education for the re-use, recycling and recovery of materials.

What is to be included in the renewal?

Free community drop-off

This is where the community can drop off materials, for recycling or reuse, at no charge. This area includes the following facilities:

  • Recycle Centre (Tip Shop)
  • Container Deposit Scheme
  • Household Hazardous Waste
  • Electronic waste
  • Community Recycling (Cardboard, Steel, Polystyrene etc).

Paid and pass community drop off

This is where the community can use their tip passes or pay for disposal of waste. This area includes the following facilities:-

  • Green Waste
  • Inert waste (for example rubble)
  • Mattresses, white goods and tyre recycling
  • General junk and residual waste.

Waste Transfer Station

This is the commercial and bulk waste area of the Recycling Centre and includes:

  • Commercial Waste Transfer
  • Domestic Kerbside Waste Transfer
  • Support for future implementation of FOGO and Waste to Energy.

What are the key design considerations for the renewal?

The renewal of the existing recycling facility will consider the following key design elements:

  • Health and safety improvements
  • Mitigate environmental risks
  • Improve materials handling efficiencies
  • Improve traffic flows
  • Maximise source separation of materials to minimise landfill
  • Plan for operational flexibility and future expansion provisions.

Will the proposed renewal incorporate environmentally sustainable design principles?

Yes. The City will include Environmentally Sustainable Design (ESD) targets that shall drive the design and construction for the renewal.

What comments can I make?

The project team are looking for feedback around functionality and how users interact with the current site, their customer expectation for the site and any issues other than the ones addressed in the concept plan need to be resolved.

When will construction commence?

Construction is anticipated to commence mid-2024.

Will construction have an impact on users of the RCB?

The renewal works will be delivered over a number construction phases to minimise disruption to the community and allow the site to remain open to the public. Temporary service areas will be established onsite to facilitate operations during construction.
