The City is moving forward with the next phase of upgrades at the Recycling Centre Balcatta (RCB), marking a significant step in its long-term commitment to sustainable waste management.

For many years, the need to redevelop RCB has been a topic of discussion. Over time, several critical issues have emerged, and much of the existing infrastructure has reached the end of its functional life. The facility now operates under considerable strain, with safety and efficiency increasingly compromised.

One of the City’s core goals is to build modern infrastructure that maximises recycling and minimises landfill. In response to evolving market conditions and new opportunities for sustainable asset redevelopment, the City, working in partnership with Talis Consultants, is developing a comprehensive masterplan to guide the transformation of the RCB site. This plan aims to resolve current challenges and future-proof the facility by embracing innovation and adapting to industry changes.

Key areas of improvement

The proposed redevelopment will focus on three major service areas:

  • Waste Transfer Station

Servicing commercial and bulk waste, this area will undergo significant expansion and refurbishment.

  • Free community drop-off

A no-cost zone where residents can drop off recyclable or reusable materials.

  • Paid and pass community drop-off

A designated area for waste disposal using tip passes or direct payment.

The first major upgrade will be the Waste Transfer Station. The existing structure will be partially retained and refurbished, while a new facility will be constructed that will double its capacity.

This will also enable the separation of residential and commercial traffic, improving safety and efficiency. Additional works will include new internal roads, parking, utilities and landscaping.

Following a competitive tender process, Council has approved the award of a contract for the design and construction of these works. With 50 per cent of the design already completed by Talis Consultants, the design will be finalised. Construction is scheduled to start in the first half of 2026, with completion expected in 2027.

Looking ahead

Master planning for the remainder of the site is ongoing, with further upgrades to be rolled out in stages over the next five years. These improvements will ensure the RCB continues to serve the community effectively while supporting the City’s broader sustainability goals.
