On 11 November 2025, Council considered a report on the proposed draft Local Planning Policy – Development Approval Exemptions and resolved that the policy be advertised for public comment.
The City is currently progressing Local Planning Scheme No.4 (LPS4) and reviewing existing local planning policies to ensure they are fit for purpose when LPS4 is gazetted. As part of this process, the draft Local Planning Policy – Development Approval Exemptions has been prepared following a review and amalgamation of LPP 6.13 (Markets – Exemption from Development Approval) and LPP 6.15 (Exemption from Requiring Development Approval).
This new policy aims to clarify and update the exemptions from development approval in line with the current State Planning Framework and the transition from LPS3 to LPS4. Provisions that duplicate or conflict with the Regulations and R-Codes have been removed or amended.
The draft policy is available for viewing on the City’s website at and at the City’s Main Administration Centre from 2 December 2025 to 24 December 2025. Submissions can be made online, via email to schemes@stirling.wa.gov.au, or in writing to the City of Stirling by 24 December 2025.

When Council considers the comments received, it must only consider the planning merits of the comments made. The City asks that comments be limited to planning matters or impacts of the proposal.
All written submissions received within the public consultation period raising valid planning considerations will be taken into consideration during the assessment of the Local Planning Policy – Development Approval Exemptions.
In early 2026, the Local Planning Policy will be presented to Council.
