Your future, our focus – City of Stirling launches major review of Strategic Community Plan

24 July 2025

“We want to make sure we reach every corner of the City through this process so we can have the honest conversations that will guide our review and help us plan for the future," Mayor Mark Irwin said.

The City of Stirling is inviting residents to shape the future of their community as it launches a major review of its key guiding document.

The City’s Strategic Community Plan, Sustainable Stirling 2022-2032, establishes an ambitious and achievable vision of “a sustainable City with a local focus”.

Powered by extensive community feedback, it is the driving force behind the City's services, programs and projects.

As a “live" document, the Strategic Community Plan undergoes a major review every four years to make sure it remains relevant and aligned with community priorities and aspirations.

The City launched a major review this week, led by the Future Stirling community engagement process, which invites all community members to get involved in meaningful, two-way conversations about the future.

“This is our chance to speak to people of all ages across our 30 suburbs to find out what makes them tick, what they expect from us and what they want the future to look like,” City of Stirling Mayor Mark Irwin said.

“Over the years, our City has transformed into a really connected community, but there’s still so much potential.

“The City of Stirling is a diverse place, with vibrant cultural precincts, a pristine coastline, thriving local businesses and clubs, and one of the most multicultural populations in the state.

“We want to make sure we reach every corner of the City through this process so we can have the honest conversations that will guide our review and help us plan for the future.”

Already Western Australia’s largest council by population, State Government planning frameworks show the City is expected to accommodate more infill development than any other local government over the next 25 years.

Thoughtful densification in the right areas can lead to fantastic outcomes, bringing amenities closer to home, delivering more diverse housing options, driving jobs growth and making streets green and safer.

Planning urban transformation and bringing the community along on the journey is one of the key considerations for the City in the years ahead.

The Future Stirling community engagement process will gather insights on a broad range of issues, from urban transformation to the natural environment and everything in between.

It will take place in three stages, with stage one running for six weeks and focusing on reaching out and listening to all sectors of the community.

This will involve a survey, pop-ups across the City’s 30 suburbs, Business Brews events for local businesses, Club Convos hosting opportunities for community groups and clubs, and a Nature Stories School Competition to get schools involved.

Stage two, in October and November, will build on and refine these insights with a series of targeted workshops based on key themes from the Strategic Community Plan.

The third stage will feature a full-day Future Forum hosted by the City in early 2026 to help finalise the plan.

The aim is to make sure the City is strategic and intentional about the future – a future shaped by the vision, aspirations, values and priorities of the community.
