Community aspirations reflected in vision for Dianella Centre

The proposed Dianella Centre Precinct Structure Plan (PSP) is open for public comment, a key step towards realising a new vision for the activity centre.
Community insights collected through Future Stirling and other engagements identified a clear desire to see the precinct revitalised and transformed into a more active community hub.
The suburb’s most frequently raised priority, including through the Local Convos series, was the need to refurbish and improve Dianella Plaza and the surrounding area, followed by requests for more cafés, dining options and evening activity.
In community feedback, one local called for “a central shopping area and dining precinct, more attractive main streets, something we can enjoy and be proud of”, while another envisioned “more cafes, little bars, restaurants with greenery, shade, a place for people day and night”.
Residents also highlighted the importance of improving parking and accessibility, activating vacant or underused land, enhancing walkability and creating welcoming public spaces where people can gather.
The PSP, prepared and submitted by Urbis on behalf of landowner Greenpool Capital, provides a framework to guide future land use, development and public realm improvements within the precinct.
Building on the existing Dianella Plaza Shopping Centre, the plan aims to support the centre's evolution into a mixed-use activity centre with retail, commercial, residential and community uses.
Proposed changes include more than 30,000m² of additional commercial floorspace, a new town square, enhanced pedestrian connections, 619 new homes, upgrades to infrastructure and public spaces and the retention of the existing primary school and community facilities.
Community feedback on the proposed PSP will help inform the City's assessment and recommendation to the Western Australian Planning Commission, which is responsible for determining the outcome of the proposal.
Residents are encouraged to learn more and make a submission via the project webpage before they close on Tuesday 24 November 2026.
