On 4 July 2023, Council considered a report on proposed ‘Scheme Amendment No. 127’ to the Local Planning Scheme No.3, and resolved these changes be advertised for public comment.
The Scheme Amendment proposes a change of zoning to House Numbers 2, 4, 6, 8, 13 and 15 (Lots 501, 502, 503, 504, 507 and 509) Limosa Close, Stirling, from No Zone to Development Zone.
The reason for the change is to align the City’s local planning scheme with the State Government’s planning framework – specifically the Metropolitan Region Scheme (MRS). In July 2016 the Western Australian Planning Commission amended the MRS, to remove the properties from the ‘Hospital Public Purposes Reserve’.
As the MRS effectively ‘overlaid’ a ‘Hospital Public Purposes Reserve’ over the City’s LPS3, when the Hospital reserve was rationalised, there was a gap in the City’s LPS3 mapping. As a result, the lots that were removed from the ‘Hospital Public Purposes Reserve’ no longer had a zoning or reservation in LPS3.
The City has been told by the State Government to change LPS3 to align with changes already made to the MRS.
It is important to note that how the land can be developed does not change as a result of the proposed changes. The City has been undertaking strategic planning for this area for some time, adopting a Structure Plan in 2014, and a Local Development Plan for the area in 2019. The adopted Local Development Plan, developed following extensive community engagement, identifies these lots for residential use and contains the development standards for the lots.
