Local Laws Review - 2024

A statutory review of several City of Stirling Local Laws. Closing date: 1 March 2024

The City is conducting a statutory review of the City of Stirling Bee Keeping Local Law 2008, City of Stirling Dogs Local Law 2008, City of Stirling Fencing Local Law 2008, City of Stirling Health Local Law 2009 and the City of Stirling Keeping and Control of Cats Local Law 1999. Members of the public have the opportunity to lodge a submission to the City about current content of the Local Laws. The submissions will be considered and presented to Council who will then determine whether to amend, repeal or retain the Local Laws.

In July 2023, the City received community feedback to gain a deeper understanding of new and emerging issues related to the Keeping and Control of Cats Local Law 1999.  The feedback discovered the following important considerations for the statutory Local Law review:

  • Restrict free roaming cats
  • Protection of wildlife and natural environment
  • Cat nuisance in cat prohibited areas
  • Responsibility for damage caused by roaming cat
  • Capture roaming cats

FAQs

What is a Local Law?

The City of Stirling has made a number of Local Laws which regulate and manage activities throughout the City. These Local Laws are enforceable through the courts.

https://www.stirling.wa.gov.au/your-city/about-council/governance-and-transparency/policies-and-local-laws

Why are these local laws being reviewed?

The City is required to review a Local Law every eight years. During a review, the community is invited to provide feedback to the City about the Local Law.  This ensures the community contributes and is involved in the local law making process.

What will happen to my feedback?

The City will consider all the feedback from the community and present a report to Council.
Council will then consider the report at a meeting and determine if the Local Laws are to be repealed, amended or retained.

Where can I find a summary of the Local Law in Focus - Control of Cats Local Law consultation?

In 2023 the City sought community feedback to gain a deeper understanding of new and emerging issues related to the Control of Cats Local Law. You can find a summary of the community feedback on the Local Law in Focus - Control of Cats Local Law page.

Information gathered through the initiative will help inform the formal Local Law review process.  The City is also hosting a series of community briefing sessions on the Keeping and Control of Cats Local Law 1999.  Please register your interest to participate when lodging a submission

If Council decides to amend the Local Law/s, will I be consulted?

Yes, if Council resolves to amend the Local Law/s, the City will draft an amendment, which will be advertised for six weeks, and available for public comment.  The amendment, and any community feedback will then be considered by the City and presented in a report to Council for their consideration.
