Sylvia Milton Wanneroo Reserve Proposed Right of Way
The purpose of this reclassification is to allow for public vehicle access to adjoining properties as well as maintaining access to the drainage reserve.
The City is proposing to reclassify part of Sylvia Milton Wanneroo Reserve (Reserve 26146) from drainage reserve to right of way. The purpose of this reclassification is to allow for public vehicle access to adjoining properties.
The proposal is the first stage of a long term plan to create a right of way connecting Green Avenue and Sylvia Street in order to remove vehicle accesses from Wanneroo Road in accordance with State Government and Main Roads WA policy. A draft proposal for a medical centre development on the vacant site at HNs 275 and 281 Wanneroo Road, Balcatta proposes to use this right of way for vehicle access. A formal development application has not yet been lodged but when it is, the community will be given an opportunity to comment separately on the development application proposal.
The Better Suburbs Strategy identifies the long term removal of accesses from Wanneroo Road, in line with State Government and Main Roads policy. In this location the use of the access legs to the drainage basin as right of ways would provide alternative access to all lots fronting Wanneroo Road, between Green Avenue and Sylvia Street. It would also continue to provide access to the drainage basin.

The preliminary concept features a two storey medical centre with five tenancies at the corner of Green Avenue and Wanneroo Road, a single storey separate medical centre with one tenancy immediately north and a shared car park at the rear (adjacent the proposed right of way) and some on-street parking bays on Green Avenue.
What is the zoning of the site where the proposed medical centre will be located?
HNs 275 and 281 Wanneroo Road, Balcatta are zoned Special Use SU26 under the City’s Local Planning Scheme No.3. The Special Use permits the use of the land for a medical centre or a convenience store. A development application has not yet been lodged.
