Rezone House Numbers 6, 8, 10 and 12 Bazaar Terrace, Scarborough from 'Civic' to 'Residential (R30)'

At its meeting on 20 February 2018, Council considered a change to the zoning of House Numbers 6, 8, 10 and 12, Bazaar Terrace, Scarborough from ‘Civic’ to ‘Residential (R30)’.

The site was previously used as a kindergarten until it was demolished in June 2016. As the City, who owned the land, no longer required the site for civic uses, a decision was made to rezone the land and sell it.

Before the sites could be used for any other purpose, the zoning of the land had to be changed. A ‘Residential (R30)’ zoning was proposed as it reflected the zoning of the surrounding land which is also zoned ‘Residential (R30)’.

The proposal was advertised between May and June 2018.

At its meeting on 7 August 2018, Council considered the outcomes of advertising of the Scheme Amendment, and resolved to proceed with the proposal.

As the Minister is responsible for final determination of Scheme Amendments, the City sent the Scheme Amendment to the Western Australian Planning Commission for a ministerial decision on 16 August 2018.

The Minister granted approval for the Scheme Amendment on 12 October 2018, and the changes to the City’s Local Planning Scheme came into effect on 11 December 2018. 

The City is proposing to sell the lots in the future. However, a timeframe has not been determined for this yet.

What does this Scheme Amendment do?

The purpose of proposed Scheme Amendment No. 90 is to rezone House Numbers 6, 8, 10 and 12 Bazaar Terrace, Scarborough from ‘Civic’ to ‘Residential (R30)’.

If approved, the rezoning will facilitate residential development on the lots which will be in keeping with the surrounding lots also zoned Residential R30. 

What could be developed on the site?

Land zoned ‘Residential R30’ requires a minimum lot area of 260m², and an average lot area of 300m². Based on these requirements, each of the subject lots have the potential to be developed or subdivided to permit two houses to be constructed – allowing an additional eight dwelling to be constructed should the Scheme Amendment be approved.
