You are invited to provide comment on a Development Assessment Panel Form 1 application received for a Multiple Dwelling Development at the abovementioned address.

Please be advised the City is not the decision maker for this application and the application will instead be determined by the Metro Inner-North Joint Development Assessment Panel (JDAP) due to the value of works. The City’s role is to provide a recommendation to the JDAP through a Responsible Authority Report. As part of preparing the City’s Responsible Authority Report to the JDAP the City are seeking your comments on the proposal. Your comments will be included within the Responsible Authority Report to ensure that the community’s views have the opportunity to form part of the JDAP’s consideration of the proposal.

The proposed development is summarised as follows:

  • A 12 Storey Multiple Dwelling Development comprising 21 Apartments, ranging from three-bedroom to four-bedroom dwellings;
  • Vehicle access and car parking accessible from Brighton Road and The Esplanade via two (2) separate access points with a total of 55 car parking bays provided with 27 car parking bays at ground level and 28 car parking bays within the basement.
  • Communal Open Space provided on Level 1; and
  • Residential Amenities such as surfboard and bike store, and residents lounge provided at lower ground and ground level and with landscaping fronting Brighton Road and The Esplanade.

The following identifies the key elements of the planning framework where discretion is being sought:

Provision

  • Base height of eight (8) storeys with 12 storeys permitted subject to meeting bonus criteria.
  • Four apartments are to be studio or one bedrrom
  • Two apartments are to be providing affordable housing.

Proposed 

  • 12 Storeys without meeting bonus criteria.
  •  No studio or one-bedroom apartments.
  • No affordable housing.

The Development Assessment Panel application is to be assessed against the relevant provisions of the Local Planning Scheme, State Planning Policies and Local Planning Policies, including but not limited to the following:
