Draft Cottonwood Crescent Local Structure Plan

In December 2019, a draft Local Structure Plan was submitted by Roberts Day on behalf of the landowner of the former Channel Ten site on Cottonwood Crescent, Dianella.

The area has been identified in the City’s Local Planning Scheme No. 3 as a ‘Development’ zone since 2015, because of its development potential. Before the area can be developed, a Local Structure Plan needs to be put in place.

The purpose of the draft Local Structure Plan is to enable homes to be built at a range of densities from R10 through to R100; future public open space to be provided; and to allow the future protection and management of vegetation to be retained on land that is not being developed.

The proposed Local Structure Plan contains a number of technical documents that show the area is capable of being developed.  These documents relate to matters such as, flora and vegetation surveys, conservation management, and traffic movements.

The City is assessing these documents and will report to Council on its assessment of the Local Structure Plan at the same time it reports on the outcomes of advertising the Local Structure Plan.

What is a Local Structure Plan?

A Local Structure Plan is a planning document which guides future land use and development for an area, and is one of the first steps in the development of new urban areas.

A Local Structure Plan can show details such as housing density, road networks, areas of public open space and commercial areas.  A Local Structure Plan indicates the way in which an area is to be developed and provides a framework to guide Council when it considers subdivision and development proposals.

Who can prepare a Local Structure Plan?

The City or the owner of land may prepare and submit a Local Structure Plan.  In this instance, a draft ‘Cottonwood Crescent Local Structure Plan’ was submitted by consultants on behalf of a landowner (Gay Street Property Holdings) landowner of the former Channel Ten site at Lots 55 and 56 Cottonwood Crescent, Dianella.

What does this Structure Plan do?

The draft Local Structure Plan proposes residential development, public open space and the future protection and management of vegetation to be retained on land that is not being developed.  The road layout and distribution of residential densities proposed (i.e. R10-R20 through to R80-R100) are shown on the attached draft Local Structure Plan map.  Generally speaking, the density coding indicates the maximum number of dwellings permitted per hectare of land allowing single house lots, grouped dwellings (i.e. townhouses), and/or multiple dwellings (i.e. apartments).

The main components of the draft Local Structure Plan include the following:

  • An indicative subdivision layout over the draft Local Structure Plan area indicates a yield of approximately 201 dwellings, made-up of a mix of single house lots, grouped dwellings and multiple dwellings.
  • The draft Local Structure Plan also indicates new public open space areas (restricted and unrestricted) totaling approximately 12.3% (7,680m²) of the developable residential area.
  • It is proposed to retain a 7,610m² area of bushland on the corner of Cottonwood Crescent and Santara Circle, comprising the following environmental features:
    • 1.07ha of threatened ecological community vegetation;
    • 0.95ha of vegetation in good to excellent condition;
    • 1.15ha of Jarrah/Banksia Woodland and potential black cockatoo foraging habitat; and
    • 18 potential black cockatoo breeding trees.
  • The draft Local Structure Plan will require the preparation of Local Development Plans for a number of sites including those deemed to be affected by noise from Dianella Drive, with a site level change greater than 1 metre, and those which have a residential density code greater than R40 and adjoin Public Open Space.

How is a Local Structure Plan processed?

The draft Local Structure Plan contains a number of technical documents that need to show that the area is capable of being developed.  These documents relate to matters such as, flora and vegetation surveys, conservation management, and traffic movements.  An assessment of these documents will be undertaken by City Officers during the advertising period.

Once the advertising period has concluded, the City’s Officers will review all of the submissions received.   A report to Council will then be prepared, which will include the Officers’ assessment of the draft Local Structure Plan documents and address all the comments received during the advertising period.

Council is to consider the Officers’ report and subsequently provide a recommendation (within 60 days) to the Western Australian Planning Commission on whether the draft Local Structure Plan should be approved by the Commission, with or without modifications.  The Western Australian Planning Commission will make a final decision to approve or refuse the Local Structure Plan.  This process can take several months and the City will advise submitters of the Commission’s decision when it is known.

If the Western Australian Planning Commission decides to approve the Local Structure Plan, it comes into effect immediately.  From this date, Council is to have due regard to, but is not bound by, the Local Structure Plan when considering any development applications received.
