Council recommends the Metro Inner-North JDAP refuse Karrinyup West

The City of Stirling Council has recommended that the Karrinyup West development be refused by the Metro Inner-North Joint Development Assessment Panel (JDAP).

Elected members considered the City’s Responsible Authority Report (RAR) for the Karrinyup West Residential development application at last night’s Council Meeting, and accepted the officers’ recommendation that JDAP – the ultimate decision-maker – refuse the application as it does not represent orderly and proper planning and is considered to be an overdevelopment of the site. 

In summary, Council resolved that the development’s height, bulk and scale is not consistent with the relevant planning framework and would have a negative impact on the amenity of the surrounding area.  

Furthermore, submissions received in relation to the proposed development raised valid concerns surrounding the lack of orderly and proper planning as well as the proposed overdevelopment – specifically in relation to the height, bulk and scale – which would have an adverse impact on amenity of surrounding properties and the wider locality.

The City was required to advertise the application to seek public comment before preparing the RAR. In anticipation of the community interest, the City proactively extended the advertising period by a week, increasing the total advertising period to 28 days.

The City also created a dedicated page for the project on our website, with additional information to help residents better understand the proposal and encourage them to make their submission through an online survey.

Following this consultation, City officers prepared the RAR. The report, considered and endorsed by Council, included comments from external agencies and the community, as well as an assessment of the application against the planning requirements for the site.

The City also welcomed the opportunity to hear the community’s views in an open forum during the Special Meeting of Electors on 24 February 2021. The meeting provided residents the opportunity to express their views on the proposed development on the west side of Karrinyup Shopping Centre.

Mayor Mark Irwin said today he was pleased that so many people had given their input during consultation but that ultimately the development was not suitable for Karrinyup.

“It was abundantly clear to Council that the proposed development would have an adverse impact on the amenity of the local community, and that the height, bulk and scale is incompatible with the prevailing development characteristics of the surrounding area,” he said.

“Overwhelmingly, the proposed development has not been supported by the surrounding residents, and this lack of support was clear in the sheer number of engaged locals who rallied to speak against this development.

“Local governments are regularly required to balance the benefits of proposed developments to the local economy and job creation against the needs, wishes and established local laws that protect residents from unwanted overdevelopment.

“While the JDAP is the decision-maker, the City has conducted a methodical and extensive assessment to reach this recommendation and we have taken on board a range of community concerns and feedback.”

Council’s recommendation will now be submitted to the JDAP for their consideration and determination at the next Metro Inner-North JDAP meeting on 31 May.

The City will provide further details about this meeting once all relevant information has been confirmed.

Members of the public who wish to make a deputation at the relevant Metro Inner-North JDAP meeting will be able to submit a deputation request to the Metro Inner-North JDAP for its consideration and approval.

Council also endorsed Councillor Felicity Farrelly to make a deputation request on behalf of the Council at the JDAP meeting to reiterate Council’s position directly.

Earlier this year, Council resolved to undertake a number of actions after seven motions were put forward at an Electors Special Meeting in response to the Karrinyup West redevelopment proposal, which the City advised are being progressed.
