COVID-19 update – Light transitional restrictions

In response to the update from Premier Mark McGowan that the Perth and Peel three-day post-lockdown interim restrictions will end at midnight tonight, from tomorrow, the City will resume most services and facilities that have been unable to operate due to restrictions.

It is expected that the State Government’s light transitional restrictions will be in place for six days, from Tuesday 6 July until 12.01am, Monday 12 July.

Face masks will remain mandatory at all indoor facilities and outdoors where physical distancing is not possible. Contact tracing or use of the SafeWA app is mandatory at all City facilities.

Across the City, employees have adopted strict COVID-19 workplace practices, including the wearing of face masks and physical distancing.

During the six-day light transitional restriction period, the following applies:

City of Stirling Administration Centre*

The Administration Centre will reopen from Tuesday 6 July as per normal business hours (8.30am – 5.00pm Monday-Friday). Customers may also contact the City by phone (9205 8555) or online. Justice of the Peace services will also resume at the Administration Centre per normal hours (11.00am – 2.00pm).

Libraries*

All Stirling Libraries will be open as per usual opening hours with reduced capacity to accommodate one person per 2m2 (please visit the website for opening hours). All library events and programs will resume from Tuesday 6 July and Justice of the Peace services are available as per normal at Stirling Libraries – Karrinyup (Sundays 2.30pm - 4.30pm) and Stirling Libraries – Mirrabooka (Saturdays 9.00am - 11.30am). This applies to the following libraries:

  • Stirling Libraries – Dianella
  • Stirling Libraries – Inglewood 
  • Stirling Libraries – Karrinyup 
  • Stirling Libraries – Mirrabooka
  • Stirling Libraries – Osborne 
  • Stirling Libraries – Scarborough. 

Community centres, hubs and facilities*

Bookings at Stirling Community Centres for 150 people or less will be available from Tuesday 6 July (until Monday 12 July), subject to their ability to meet COVID-19 requirements. Minor changes may need to be made to accommodate the 150-person limit at each of the following venues:

  • Stirling Community Centres – Karrinyup
  • Stirling Community Centres – Tuart Hill
  • Stirling Community Centres – North Beach
  • Stirling Community Centres – Jim Satchell – Dianella
  • Stirling Community Centres – Yokine
  • Stirling Community Centres – Mirrabooka
  • Stirling Community Centres – Scarborough Beach Multifunction Space
  • Stirling Community Centres – Osborne Park
  • Stirling Community Centres – Dianella  
  • Stirling Community Centres – North Beach (Castle St)
  • Stirling Community Centres – Bob Daniel Centre – Inglewood 
  • Stirling Community Centres – Balga 
  • Stirling Community Centres – Nollamara 
  • Stirling Community Centres – Scarborough. 

Vacation care (from Inglewood Children’s Centre), Stirling Community Men’s Shed and Naala Djookan Healing Centre remain open as per normal operating hours.

From Tuesday 6 July, Mirrabooka Multicultural Centre will reopen as per normal operating hours.

School holiday programs*

From Tuesday 6 July, school holiday programs at our community and recreation centres will be operating.

Gyms, leisure centres and pools* 

All Stirling Leisure Centres will reopen on Tuesday 6 July with reduced capacities of 150 patrons. Spa and sauna facilities will remain closed.

Learn to Swim

Due to capacity restrictions, Learn to Swim will not be operating this week. It is expected that Learn to Swim will recommence on Monday 12 July.

Community sport  

From Tuesday 6 July, spectators are allowed at outdoor community sport. Indoor community sport may also resume with spectators, subject to a 150-person limit.

Stirling Community Care*

Priority aged and disability care, which remained in operation during the lockdown and post-lockdown transition period, will continue, including in-home support services and transport and Meals on Wheels. Day Clubs have reopened and from Tuesday 6 July, will increase capacity in line with 150 people or one person per 2m2 for pre-screened attendees.

Hamersley Public Golf Course

Hamersley Public Golf Course is open and contact tracing remains in place.

Animal Care Facility*

The City’s Animal Care Facility (ACF) remains available for owners to be reunited with impounded dogs by appointment only.

Council and committee meetings

No meetings are scheduled to occur during the six-day light transitional restriction period. The next committee meeting is scheduled for Tuesday 27 July and the next Council meeting is scheduled for Tuesday 3 August. Council meetings are livestreamed via the City’s YouTube.

Playgrounds, reserves and beaches

All City playgrounds, skate parks, fenced dog parks and outdoor gym equipment have reopened and are available for public use, limited to 150 people per facility. Under the State Government guidelines, people must only wear a face mask outdoors when physical distancing is not possible.

Waste services *

During the COVID-19 lockdown and post-lockdown transition period the City continued delivering essential waste services such as domestic kerbside bin collection, on-demand services such as skip bins and green waste collections. This will continue as per normal operations.

The Recycling Centre Balcatta and Containers for Change Refund Centre will remain open during the light transitional restriction period.*

Events

External events due to be held on City land that are unable to accommodate and manage a capacity of 150 people (excluding staff) while allowing the required 2m2 per person space allocations are not to proceed during the post-lockdown restriction period.

The Mirrabooka NAIDOC Week event which was due to take place today (Monday 5 July) has been postponed and further details will be made available with the new date in due course.

* Important note – applicable to all City facilities:

In line with State Government restrictions, face masks must be worn indoors at all City of Stirling facilities and contact registers or use of the SafeWA app is mandatory. Face masks are required outdoors where physical distancing is not possible. Physical distancing will be required and use of hand sanitiser is encouraged. All venues will be operating at a maximum capacity of 150, and 2m2 per person.

Mayor Mark Irwin said the City of Stirling had already reinstated most operations over the weekend and employees were ready to welcome patrons through the doors at Stirling Leisure Centres from tomorrow.

“It is extremely pleasing that we have come out of the three-day post-lockdown transition period and we are optimistic that we can get back to our pre-lockdown operations next week,” Mayor Irwin said.

“Our priority has always been the health and wellbeing of our employees and the community, so it’s important we do everything we can to get back on track. We need to keep using the SafeWA App to ensure the State Government can conduct accurate conduct tracing where necessary – that’s how we’ll quickly get back to doing everything we love and welcoming you to all the City’s facilities and services.”

“Thank you to the community for doing the right thing and respecting the restrictions over the last week, I know it’s not easy. Hopefully the next six days go smoothly, and we hear more good news over the weekend.”

The light transitional restrictions, which are included in full on the WA Government website, are due to be in place from 12.01am tomorrow, Tuesday 6 July until 12.01am Monday 12 July.

Exposure sites

A location within the City of Stirling and several locations throughout Perth’s northern suburbs have been included within the list of public exposure sites.
