Post-lockdown interim restrictions in the City

In response to today’s update from Premier Mark McGowan that the Perth and Peel lockdown will end, some City services, facilities and venues will reopen with modified services from Tuesday 27 April, with interim restrictions in place until 12.01 am Saturday 1 May. 

The following City facilities will reopen with required COVID-safe measures during the interim restriction period (Tuesday 12.01am 27 April until 12.01am Saturday 1 May), or unless further State Government advice is received. 

Across the City, employees have adopted strict COVID-19 workplace practices, including the wearing of face masks and physical distancing.

Important note – applicable to all City facilities mentioned below 

In line with State Government restrictions, masks must be worn in all City of Stirling facilities and contact registers or use of the SafeWA app is mandatory. Physical distancing will be required and use of hand sanitiser is encouraged. All venues will be operating at reduced capacity to accommodate one person per 4m². 

City of Stirling Administration Centre 

The Administration Centre will open during business hours (8.30am – 5.00pm Monday-Friday). Justice of the Peace services will resume from Tuesday 27 April 2021, pending further advice from the Department of Justice.

Libraries 

Stirling Libraries will reopen as per usual opening hours from Tuesday 27 April. All library events and programs are suspended until further notice. All library loans have been renewed and no fines will apply.

Community centres, hubs and facilities 

The following community centres will reopen for bookings of less than 20 people, subject to user groups being able to demonstrate adherence to the State Government's COVID-19 restrictions: 

  • Stirling Community Centres - Karrinyup 
  • Stirling Community Centres - Tuart Hill 
  • Stirling Community Centres - North Beach 
  • Stirling Community Centres - Jim Satchell - Dianella 
  • Stirling Community Centres - Yokine 
  • Stirling Community Centres - Mirrabooka 
  • Stirling Community Centres - Scarborough Beach Multifunction Space 
  • Stirling Community Centres - Osborne Park 
  • Stirling Community Centres - Dianella   
  • Stirling Community Centres - North Beach (Castle St) 
  • Stirling Community Centres - Bob Daniel Centre - Inglewood  
  • Stirling Community Centres - Balga  
  • Stirling Community Centres - Nollamara  
  • Stirling Community Centres - Scarborough.  

Mirrabooka Multicultural Centre and Stirling Community Men’s Shed will remain closed.

Naala Djookan Healing Centre will reopen. 

Gyms, leisure centres and pools  

All Stirling Leisure Centres will remain closed and are expected to reopen on Saturday 1 May, pending advice from the State Government.

Outdoor community sport

From Tuesday 27 April, outdoor community sport can return although no spectators are allowed. Clubroom access will be permitted from Tuesday 27 April, provided there is seated table service only and all other capacity limit requirements are met. 


Stirling Community Care 

Priority aged and disability care – which remained in operation during lockdown – will continue, including in-home support services and Meals on Wheels. Day clubs will remain closed until further notice. 


Hamersley Public Golf Course

The Hamersley Public Golf Course will also reopen with face masks and mandatory contact registers. Golf groups will be limited to 20 as per State Government advice on private gatherings. 


Mount Flora Regional Museum

Mount Flora Regional Museum will be open as per usual from 1.00-4.00pm on Wednesdays. 


Council and committee meetings 

An update on the Ordinary Council Meeting scheduled for Tuesday 27 April will be provided tomorrow. All Council meetings are livestreamed. 


Playgrounds, reserves and beaches 

All City playgrounds, skate parks, fenced dog parks and outdoor gym equipment have reopened and are available for public use, limited to 20 people per facility. 

Under the State Government guidelines, if you are exercising in parks and reserves, you must wear a face mask unless you are doing vigorous outdoor exercise.  

Waste services 

During the COVID-19 lockdown the City continued delivering essential waste services such as domestic kerbside bin collection, although non-essential services were suspended as per the State Government advice. 


The following services will resume, with modified operations: 

  • The Recycling Centre Balcatta will reopen as per usual hours from Tuesday 27 April (from 7.30am), including retail sales 
  • The Containers for Change Refund Centre will reopen from 8.00am Tuesday 27 April.  

Domestic waste collection will continue as per the normal schedule. 

Events 

External events due to be held on City land that are unable to accommodate and manage a capacity of 20 people (excluding staff) while allowing the required 4m² per person space allocations are not to proceed during the post-lockdown restriction period. 


Mayor Mark Irwin said the community response to the swift lockdown was encouraging, but it was important to remain vigilant. 

“As of tomorrow, the City will be resuming as many of our usual services as we can but in the interests of keeping the community as safe as possible, some of our facilities and venues will remain closed during the interim restrictions, pending further State Government advice,” Mayor Irwin said. 

“Please stay updated with the Healthy WA website for locations visited by confirmed COVID-19 cases and if you have been at any of those locations, please follow the advice for public exposure sites and get tested. 

“We will continue to monitor official advice in the coming days, so please follow the City of Stirling on Facebook or visit our website for regular updates.”

The interim restrictions, which are included in full on the WA Government website, are due to be in place from 12.01am Tuesday 27 April until 12.01am Saturday 1 May.
