In late February 2020, Council adopted the Main Street District Centre Urban Design Strategy. The strategy was a result of extensive community consultation that has been ongoing since 2015.
The purpose of this strategy is to encourage a greater mix of housing, employment and retail activities in the area bounded by Edward Street, North Beach Drive, Waterloo Street and parts of Cape Street and Federal Street. The strategy also identifies improvements to revitalise the streetscape and landscaping in the centre.
The next step in the process is to change the zoning of the area and introduce new development controls. To do this, the City advertised Local Planning Scheme No.3 - Amendment 112 and the Main Street Local Development Plan on 4 June 2020.
Following requests from some of the community, the City has extended the submission period for these documents until Thursday 27 August 2020. The City has made this extension to recognise the priorities of many of the businesses in the area following the lifting of COVID-19 restrictions.
The Scheme Amendment and Local Development Plan are available on the City’s ‘Your Say Stirling’ online engagement hub.
City of Stirling Deputy Mayor Bianca Sandri said interest in the Main Street District Centre continued to grow as it was in a prime position and within walking distance of a number of local amenities including dining, retail, the revamped Robinson Reserve and Osborne Community Hub.
“With the Main Street Urban Design Strategy already approved, it’s now a matter of getting the community’s view on specifics like potential building types and heights that they consider would be best suited to the area,” she said.
“This area has so much potential and we want to make sure that the community has its say on how it should develop in the years to come.”
Ultimately, the planning framework aims to transform the district centre into a mixed use multi-storey main street that features well-designed buildings with retail uses on the ground floor and residential living above.
Mid-rise apartments in a landscaped setting are envisioned in residential areas facing Main Street.
