The Stephenson Avenue extension project has reached a significant milestone with the State Government and City of Stirling co-signing a Statement of Intent to progress the first phase of the project.
The project is being delivered in phases in collaboration with Main Roads and will extend Stephenson Avenue from Scarborough Beach Road to Cedric Street and connect key activity hubs, including Westfield Shopping Centre, the Osborne Park industrial area and the Stirling City Centre.
City of Stirling Mayor Mark Irwin said the detailed design for the first phase is complete and will be delivered by the City.
“It will provide an extension of Stephenson Avenue from Scarborough Beach Road to Howe Street and features a traffic signalised intersection at Scarborough Beach Road, new local road connections at Oswald Street and Flax Way, pedestrian and cycling facilities as well as street-scaping.”
"With the design development almost complete, geo-technical investigations and environmental approvals are well underway, allowing phase one of the Stephenson Avenue extension project to begin construction in early 2020.”
Subject to stakeholder and agency approvals, design development is expected to be complete before the end of the year for the remaining phases, which includes extending Stephenson Highway from Flax Way to Cedric Street and incorporating connections to the Mitchell Freeway.
Mayor Irwin said the extension of Stephenson Avenue was the first step towards creating a gateway to the Stirling City Centre.
“The Stephenson Avenue Extension forms part of our broader plan to transform the Stirling City Centre – an area bounded by Karrinyup Road, along Cedric Street and Ellen Stirling Boulevard to Scarborough Beach Road - into a strategic metropolitan centre.” Mayor Irwin said.
“This longer-term vision will not only help to prevent urban sprawl, it aims to lead to a reduction in cars and an increase in public transport use, more effective use of space and green space and reduced resource and energy use.”
“The project is also the first step to facilitating the City’s number one priority - a trackless tram down Scarborough Beach Road – which will provide a connection from Stirling straight to the heart of Scarborough Beach.”
Mayor Irwin said the City had worked in collaboration with the State Government, the local community and the private sector to develop the vision.
“This project would not be happening without the help of the State and Federal governments and the support of the community.”
The project has received a commitment of $60 million in State Government funding and $65 million in Federal Government funding.
