Roadmap to recovery

In line with the State Governments Roadmap to easing restrictions, the City has commenced a phased approach to reopening facilities and services that were affected by COVID-19.

On 29 May 2020, the Premier announced that Western Australia will move to Phase 3 of the easing of restrictions on Saturday 6 June 2020.

The City will work through the Phase 3 easing of restrictions and develop a plan to reopen any facilities and services that have previously been unable to open. It remains a high priority to reopen facilities and services in line with State Government advice, whilst balancing the health and wellbeing of our employees and community.

A detailed Roadmap for the City’s response to Phase 3 easing of restrictions will be released during the week commencing 1 June 2020.

Facilities and services updates

The City has already implemented a range of measures to help minimise the risk of infection and community transmission. A number of facilities and services have been modified in line with Federal Government advice. 

The City is not able to respond to calls regarding individual or group access to closed recreation and public areas.

All City services will adhere to strict social distancing measures including a maximum number of 20 people at any time, 4 square metres per person and 1.5 metres between people.

Lap lane swimming will be available at Terry Tyzack Aquatic Centre (outdoor 50m and indoor 25m pools and Leisurepark Balga (25m pool).

Lap swimmers are able to a book a one hour time slot, with a limit of 20 people per booking, one booking per person per day.

A modified group fitness timetable is available at Terry Tyzack Aquatic Centre and Leisurepark Balga

Group fitness participants will need to book their class with a limit of 20 people per class

At Terry Tyzack Aquatic Centre in addition to the 50m pool we have the opportunity to also operate both the dive and the outdoor learners pool from Saturday 23 May. Walking and children’s swimming will be directed to the outdoor learners pool. Please remember to book online to guarantee your time and space.

There will be no access to change rooms, however toilets will remain open.

Crèche services and cafés remain closed

Modified terms and conditions of entry will be in place that all users must agree to prior to entry.

The sport courts are open for casual use, sessions are limited to one hour and it is essential that you contact the centre directly for bookings and further details

Public spaces

The Western Australian Government announced that from Monday 18 May, the maximum number of people at a gathering is now limited  to 20.

The City’s public open spaces can be used in line with the Australian Government’s recommendations whilst strictly following social distancing advice.

At this time, playgrounds, public BBQ’s, outdoor exercise equipment and dog parks remain closed and will be reviewed in line with State and Federal government advice.

In response to increased recreational use of reserves by the community, the following Reserves will have community level lighting turned on from 5.45 - 7.00pm Monday to Friday.

  • Dianella Region Open Space (Alexander Drive side)
  • Robinson Reserve
  • Bennett Park
  • Charles Riley AFL oval
  • Barry Britton Reserve.

Stirling Libraries - Dianella, Inglewood, Karrinyup, Mirrabooka, Osborne and Scarborough

All Stirling libraries will be open from Monday 18 May with limited hours until further notice. Libraries will be opening again on Saturdays 9.00am - 12 noon from 6 June.

Opening hours: Monday to Friday, 9.00am - 5.30pm.

There will be a limit of 20 customers permitted in any library at a given time. Customers will have a time limit of 15 minutes to borrow or 30 minutes to use computers. 

Customers will be asked to observe social distancing measures including maintaining 1.5 metres between themselves and other patrons, and 4 square metres per person.  Customers must register their contact details upon entering, in line with the State Government’s requirements.

Stirling Libraries 

Bowling greens

Clubs able to show they can meet social distancing requirements can open the greens for play under those conditions.

Personal training on reserves

Personal training and outdoor boot camps are permitted to operate following the City’s standard booking process and strictly following the Australian Government’s social distancing advice. From Monday 18 May, personal training and outdoor boot camps can operate with a maximum of 20 people with minimal shared equipment

The Recycling Shop at the Recycling Centre Balcatta will reopen as of Monday 25 May.

The following services are operational:

  • The City's 3 bin domestic waste collection
  • On-demand skip bins
  • On-demand collection of white goods, mattresses and e-waste
  • Household Hazardous Waste Facility at the Recycling Centre Balcatta
  • The Recycling Centre Balcatta Transfer Station (general waste disposal) for residents and commercial operators (urgent and essential waste only - cash no longer accepted).

Justice of the Peace (JP)

JP Service returning to Stirling Libraries - Mirrabooka.

Our regular Justice of the Peace service returns to Mirrabooka on Saturday 6 June,
from 9.00am - 11.30am. In addition to the usual prerequisites, a number of restrictions have been put in place due to Covid-19, including increased cleaning and 15 minute timeslots. Bookings are essential.

Cash payments

Cash payments no longer accepted.

The City is currently only accepting card payments (preferably contactless) and cheques. Alternative payment options are reflected on payment invoices, or please phone our Contact Centre for further information. Stirling Farmers Market

The Department of Health have specified Food markets are exempt from Limits on Public Gatherings, however must undertake additional measures, such as control of patronage level numbers or stall density reduction to decrease the risk of COVID-19 transmission.

Citizenship Ceremonies

All in person Citizenship Ceremonies have been postponed until further notice.

The Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs issued a statement confirming that citizenship ceremonies will be held online during the COVID-19 pandemic.

The Department of Home Affairs commenced trialing ceremonies over secure video link at the end of March. As this capability matures and is progressively implemented and processes formalised, the Department will engage with Local Government Councils on options for their participation in undertaking online ceremonies.

Council Meetings

All Committee meetings are suspended until further notice.

Council meetings are continuing as scheduled and will proceed with the following changes:

  • Significant social distancing measures will be in place
  • Members of the public who would like to ask a question/s at the Council meeting are requested to submit these through the online Public Question Time submission form below
  • Members of the public who submit a question/s online do not need to attend. These questions will be taken on notice and a response will be detailed in the following Council meeting’s agenda and will be communicated to the submitter
  • At its meeting held Tuesday 12 May, Council adopted the Live Streaming and Recordings of Council Meetings Policy. Meetings will be streamed via the City’s YouTube channel. Subscribe to stay updated here.
