The Dianella Centre Plan area is located approx 6km from the Perth CBD. The subject land is bounded by Alexander Drive, Waverley Street, Kerry Street and Grand Promenade.

Initiation

Background

The study was initiated in response to community consultation through the Local Area Planning workshops held in 2007. The community wanted local identity and diversity of commercial uses in the Dianella locality.

  • Sept 2012 Council resolved to initiate Scheme Amendment for Centre Plan.
  • Dec 2012 Department of Planning advised to allow Scheme Amendment for eastern side of Centre.
  • March 2013 Council resolved to initiate Scheme Amendment for eastern side of Centre.
  • July-Aug 2013 Scheme Amendment advertised for public comment.
  • Sept 2013 Council adopted the Scheme Amendment.
  • Sept 2014 Scheme Amendment gazetted.

Planning

Precinct Study

The Dianella Plaza Precinct Study was completed in Aug 2010. The study identified three development scenarios for regeneration of the centre. The report was considered by elected members at a workshop in Aug 2010 and decided further consultation was needed with major landholder Centro Properties, the internal working group and Ward Councillors, to develop a single preferred development option plan before going public. With creation of State Planning Policy 4.2 'Activity Centre for Perth and Peel' in Aug 2010, the visioning plan for the centre was revised to form a Centre Plan. In Nov 2010, the City commissioned Hassell consultants to approach the strategy under an 'activity centre planning framework'.

Centre Plan

The Draft Dianella Centre Plan was completed in April 2011 and advertised between April and May 2011. The Draft Plan was later modified and re-advertised between May and July 2012. The Centre Plan was adopted by the City on 21 Aug 2012 (Resolution No: 0511/068).

The Centre Plan provides a guide for future development to enhance the shopping centre function, improve community amenity, and increase the range of activities and services available. The Centre Plan aims are:

  • To improve amenity and appearance of the Dianella Centre Plan area to create a focal point for the Dianella local area.
  • To identify opportunities for mixed use and higher density residential uses in the Centre and provide a suitable transition to the lower density residential areas nearby.
  • To identify opportunities for supporting and enhancing local economic development.
  • To promote public and non-motorised transport over private motorised transport through mechanisms such as enhancement of parking management and public transport.
  • To promote the integration of intensive building form and land uses with public transport infrastructure.

Execution

Scheme Amendment

Implementation of the Centre Plan requires an amendment to the City's Scheme No.3 text and maps, which the City initiated on 18 Sept 2012 with the following:

  • the former 'Alexander Hotel' site to be changed to 'District Centre' zone;
  • the Former 'Coles' shopping centre site between Chester Ave and Waverley St to be changed to 'Residential' zone with a R-AC2 coding.
  • 'Dianella Library' site (Lot 79 Chester Ave) to be changed to 'District Centre' zone
  • 'Dianella Community Centre' site (Lot 49 Kerry St) to be changed to 'Residential' zone.
  • Lot 48 Kerry St (part of Community Centre) code changed to 'R‑AC3'.
  • Residential sites in Kerry St (west), Waverley St, Chester Ave and Grand Promenade (north) code change to 'R-AC3'.
  • Service Station on Grand Promenade to be changed to 'District Centre' zone.
  • Our Lady's Assumption (OLA) Primary School to be changed to 'District Centre' zone.
  • The Scheme Text to be changed to include new clause 6.11 Dianella Centre Special Control Area.

The Department of Planning advised the City in Dec 2012 that it would support a Scheme Amendment for the eastern side of the Centre, as issues surrounding the potential light rail / bus station interchange on Alexander Drive/Waverley St were not resolved. Subsequent to the Department's advice, the City on 19 March 2013 resolved to initiate a revised amendment with the following key areas:

  • the Former 'Coles' shopping centre site to be changed to 'Residential' zone with a R-AC2 code.
  • 'Dianella Library' and the OLA School sites to be changed to 'District Centre' zone.
  • 'Dianella Community Centre' site (Lot 49 Kerry St) to be changed to 'Residential' zone.
  • Lot 48 Kerry St code to be changed to 'R‑AC3'.
  • Residential sites in Kerry St (west), Waverley St, Chester Ave and Grand Promenade (north) code to be changed to 'R-AC3'.
  • The Scheme Text to be changed to include new clause 6.11 Dianella Centre Special Control Area.

The Scheme text changes include introduction of a special control area clause and minor changes to existing clauses. The changes introduce minimum development standards for the desired building form specific to some locations in the Centre.

The Scheme Amendment was published for public comment during July-August 2013 and finally adopted by Council on 17 September 2013.  The Scheme Amendment was gazetted on 16 September 2014.
