Scarborough Environ Area Strategy SEAS

The Scarborough Environs Area Strategy (SEAS) was adopted by the City of Stirling Council in September 2001, and reviewed in late 2003 as a way of planning the future of Scarborough Beach and the surrounding area. The implementation of the Scarborough Environs Area Strategy (SEAS) can be divided into three sub-projects, as follows:

  • Scarborough Beach Urban Design Masterplan;
  • Amendment 457; and
  • Amendment 458.

The progress of each sub-project is outlined below.

Scarborough Beach Urban Design Masterplan
The Scarborough Beach Urban Design Masterplan identifies works proposed to the 'public realm' land within the SEAS area.  For a full diagram of the Masterplan, please click on the link below.  The staging plan for the Masterplan is divided into 10 stages – Stages 1 and 4 (being the new beach amphitheatre and upgrade to a portion of The Esplanade) have now been completed.  The construction of further stages is dependant upon various factors, and will determined by Council in due course.
