Scarborough Environs Area Strategy

The Scarborough Environs Area Strategy aims to enhance Scarborough's role as the heart of the Sunset Coast, and will be implemented using the Scarborough Beach Urban Design Master Plan, and 2 District Planning Scheme amendments. Find out more about the Strategy.

The Scarborough Environs Area Strategy (SEAS) was adopted by the City of Stirling Council in September 2001, and reviewed in late 2003 as a way of planning the future of Scarborough Beach and the surrounding area. The implementation of the Scarborough Environs Area Strategy (SEAS) can be divided into three sub-projects, as follows:

Scarborough Beach Urban Design Master Plan
Amendment 457
Amendment 458.

The progress of each sub-project is outlined below.

Amendment 457 and Amendment 458

The two amendments to the City's District Planning Scheme propose changes to development standards on privately owned land, including changes to the allowable height, setbacks, density, plot ratio, etc. The map below indicates the areas affected by Amendment 457 and Amendment 458.
Amendment 457 was gazetted (approved) in March 2006. The Amendment indicates a maximum 8-storey or 32 metre height limit, and a residential density of R160 for any proposed development within the Amendment 457 area.

Amendment 458 was approved by Council on 19 June 2007, and is currently pending final approval from the Minister for Planning and Infrastructure. For further details on Amendment 458, please click on the link to the Amendment 458 website below.
