The aim of the Scarborough Environs Area Strategy (SEAS) is to "enhance Scarborough's role as the heart of the Sunset Coast by fostering the area's tradition, its natural attractions and unique lifestyle, whilst welcoming visitors all year around."

SEAS Master Plan July 2005


As part of the Scarborough Environs Area Strategy (SEAS), the current Scarborough Beach Urban Design Master Plan was adopted in 2005 in response to concerns held by Scarborough community groups, landowners, business owners and Council. The Master Plan identified works to the 'public realm' land within the SEAS area.

The City has partially implemented the 2005 Master Plan, including the Beach Amphitheatre and streetscape enhancements to the Esplanade and adjacent pedestrian areas.  
The City has not implemented other stages of the Master Plan because Scarborough played host to the National Aussie Surf Life Saving Championship between 2007-2008.  In May 2008, the City of Stirling Council resolved to retain the Scarborough Surf Life Saving Club (SSLSC) in its current location and initiated a comprehensive review of the Master Plan.

During 2009-2010, a review of the 2005 Master Plan was undertaken to consider the impacts of climate change, sea level rise, economic activation, place making and the longer term cost implications. 


The original SEAS objectives were redefined to better reflect the intended vision for the study area and provide a more meaningful direction on actions for change. The objectives have been collated ino five themes:

    •  Safety
    •  Local Economy and Growth
    •  Community and Lifestyle
    •  Environment and Sustainability
    •  Governance

Based on stakeholder feedback and analysis, the revised Master Plan makes 36 recommendations.

The key elements of the Revised Master Plan addresses the following aspects (refer to the Master Plan Diagram):

    •  The Esplanade
    •  Upper Promenade
    •  Lower Promenade
    •  Beach Park
    •  Family Beach and Park
    •  Commercial and Retail Opportunities
    •  West Coast Highway
    •  Streetscape Improvements
    •  Commercial Node and Extended Surf Club
