Consultation Opportunities

The public consultation period for Amendment commenced on Monday 16 October 2006 and concluded on Thursday 30 November 2006. The public consultation comprised the following:-


  • An ‘Amendment 458 Information Kit’ was sent to just under 6700 households within and surrounding the Amendment 458 area, as well as to approximately 3700 property owners who resided elsewhere outside the distribution area. The Information Kit included a covering letter, an information brochure, ‘terminology explained’ information and a feedback form. 

 

  • Public displays were erected at the City’s Administration Centre, Scarborough Luna Maxi Mart shopping centre, and at all of the City’s six public libraries being Scarborough, Karrinyup, Osborne Park, Mirrabooka, Dianella and Inglewood. The displays comprised five panels containing information and diagrams relating to the Amendment, as well as further information as per the Information Kit above and full planning and traffic documents for viewing.

 

  • This separate Amendment 458 website became live on 10 October 2006, and contained comprehensive information on the Amendment, including copies of the Amendment and other relevant documents available for download, detailed sub-zone information, height and shadowing diagrams, frequently asked questions, and on-line feedback forms. The website could also be viewed on the City of Stirling website via a direct link from the homepage.

 

  • Newspaper advertisements were placed in both The West Australian and the local community newspapers circulating within the City (being The Stirling Times, Eastern Suburbs Reporter and Guardian Express). The first advertisement appeared in the local newspapers on 10 October, with the statutorily required notice appearing in The West Australian on Saturday 14 October 2006. An ad then appeared each week in the local community newspapers for the remainder of the advertising period.

 

  • A series of Stakeholder Briefings were held between Tuesday 24 October and Thursday 26 October 2006. The briefing sessions comprised a presentation and question time, and were divided into four groups:-
    • professional industry groups (invites included Property Council of Australia, Urban Development Institute Australia, Planning Institute Australia, Stirling Business Association, Sunset Coast Tourism Association);
    • Government agencies (invites included Department for Planning and Infrastructure, Tourism Western Australia, Main Roads, Western Power, Water Corporation, Public Transport Authority, WA Police Force);
    • community special-interest groups (invites included Save Our Sunset Coastal Action Group, Scarborough and Districts Progress Association, Scarborough Beach Association, Scarborough Rotary Club); and
    • business groups (invites included White Sands Hotel, Indian Ocean Hotel, Bluewater tackle shop, Sun Moon Resort, BP service station, Ocean View Plaza, Seashells Hospitality Group).

 

  • Two statistically-valid community forums were held on Saturday 28 October 2006 (from 9am–12pm and 1.30pm-4.30pm). A random-sample of the community were invited to attend with approximately 412 people accepting, and 184 attending on the day. The two three-hour sessions included presentations on key aspects of Amendment 458 by the City’s urban development consultants followed by questions, group discussions and opportunities to provide feedback.

 

  • Two public open-nights were held on Wednesday 1 November and Thursday 2 November 2006. Both evenings were open to the general public, and information was provided via a combination of power-point presentations, information brochures, and display panels. City staff members and City-appointed urban development and traffic consultants were also in attendance to take any questions on the Amendment.
